Mission Security Officer (MSO)

EUSR for the Horn of Africa

Nairobi, Kenya


Main tasks:

In line with the EU's Policy on the Security of EU staff deployed outside the EU in an operational capacity under Title V of the TEU (Field Security Policy) and under the authority of the EU Special Representative for the Horn of Africa (EUSR), the MSO is responsible for the following main tasks:
  • THE MISSION SECURITY PLAN;
  • EMERGENCY COMMUNICATIONS and OFFICE SECURITY;
  • SECURITY COORDINATION AND LIAISON.
In more detail, the above main tasks can be broken down into the following tasks:
  • Develop, implement and maintain a Mission Security Plan, an Evacuation Plan, a MEDEVAC Plan and appropriate contingency plans, in close coordination with the EU Delegations in the region, the Regional Security Officers (RSO) and EU CSDP Missions, for the EUSR and his staff;
  • To carry out the daily management of the Mission’s Security Plan;
  • To be responsible, in line with the EU's Field Security Policy and its supporting documents, for the continued development, implementation and updating of the Mission security plans;
  • Act as the EUSR Focal Point for Security, liaising with EU Delegations, the EU CSDP Missions, AU, UN, National Authorities and others as deemed appropriate;
  • To ensure timely and accurate security reporting, including real time reporting, from potential trouble spots;
  • Ensure compliance with Security Policy and conduct investigations following incidents or non-compliance;
  • Develop appropriate context-specific security operating standards, in particular for Somalia;
  • Support the development and participate in the EU Operational Coordination Platform for Mogadishu;
  • Arrange security provisions for movements out of the EUSR Office in Mogadishu and the Mogadishu International Airport (MIA);
  • Ensure that correct procedures are followed and respected in terms of the handling, storage and destruction of EU Classified Information in accordance with EU Security Policy Guidelines;
  • To ensure personal security advice is given to the EUSR and his staff members as required;
  • Maintain continuous open lines of communication with the appropriate EEAS Security Directorate and with EEAS IntCen;
  • Perform any administrative, financial or logistical tasks pertaining to the implementation of the Mission Security Plan;
  • To provide the EUSR and/or his Security, Political-Military Adviser with security analysis as required;
  • To carry out other tasks as delegated by the EUSR or his Deputy.

Eligibility and selection criteria:

  • The candidate must be an EU national;
  • Graduate from a national military/police academy with a specialisation in security and/or intelligence, including current (not older than two years) work experience in a national intelligence or security agency or professional training on Field Security with at least 3 years of relevant work experience - not dating back more than two years from this current application - in a field security capacity in an international organization involved in crisis management (UN or UN agency, OSCE, ICRC,…);
  • In both cases professional experience must demonstrate increasing responsibility in the security or intelligence field;
  • Ability to work in a demanding, deadline-driven environment and to establish and maintain effective working relationships with people of different national and cultural backgrounds;
  • Experience in planning and implementing projects;
  • Analytical mind-set required, work experience in security/intelligence analysis desirable;
  • International experience, particularly in crisis management, an asset. SSR experience desirable;
  • Experience in the Horn of Africa, in particular Somalia, will be considered as an advantage.

Additional requirement:

  • EUSecurity Clearance at Level Secret required (Security-related work package);
  • NATIONALSecurity Clearance at Level Top Secret desirable (Intelligence- and Liaison-related work package).
The employee is required to present a valid certificate with the necessary level of security clearance from the country of permanent residency.

Terms and conditions:

Only those candidates who meet the eligibility criteria will be considered. 

This is a full time position, based in Nairobi with regular rotations to Mogadishu. Travelling to other places in the region may be required. 

An initial international contract is offered until 31st of October 2014 with a possibility of continuation depending on the renewal of the EUSR's mandate and available budget. 

Starting date:as soon as possible.

Procedures:

The deadline for applications is 09/05/2014 at 18:00h. The selection procedure will take place immediately after the expiry of the deadline for submitting the applications. The candidates considered to be most suitable will be short-listed and interviewed. The EUSR will be responsible for the final selection and notify the selected candidate. The selected candidate will receive grading according to the length of his professional experience relevant to the job description. Prior to his appointment the candidate must provide supporting documents for his educational and professional record. Failure to do so will automatically cause a downgrade for the period for which supporting documents have not been provided.
