Staff Security Specialist, Nairobi

Purpose of the Position
The Security Advisor reports to the Representative/Head of Office and maintains a technical line of communication to the next higher level of UNICEF security professional. The Security Advisor is responsible for advising the Representative/Head of Office on their security duties and responsibilities in accordance with UN and UNICEF Security Management Systems. The Security Advisor manages, on behalf of the Representative/Head of Office, security activities in support of the Country/Area and provides independent security advice on UNICEF operations within the Country/Area.
Key Expected Results
  • Advise the Representative/Head of Office in the execution of the Representative/Head of Office duties with regard to maintaining the safety and security of UNICEF personnel and eligible family members, premises and assets in the Country/Area in accordance with UN and UNICEF Security Management Systems.
  • Monitor the security situation within their area of responsibility and provide the Representative/Head of Office, next higher level of UNICEF security professional and OSC with independent analysis of emerging security threats to UNICEF personnel and eligible family members, premises and assets.
  • Monitor and report to the Representative/Head of Office, next higher level of UNICEF security professional and OSC on security compliance for their area of responsibility.
  • Conduct security assessments within their area of responsibility as required in support of UNICEF operations.
  • Provide technical oversight and guidance for all UNICEF security personnel in their area of responsibility.
  • Provide technical oversight for all UNICEF contracted security providers for their area of responsibility.
  • Manage, on behalf of the Representative/Head of Office, security activities in support of UNICEF operations.
  • Maintain an appropriate level of confidentiality regarding UNICEF security matters.
  • Ensure that UNICEF personnel are kept informed of matters affecting their security.
  • Prepare, maintain and update UNICEF security documentation including contingency plans for their area of responsibility.
  • Obtain updated lists of UNICEF personnel and eligible family members from HR for their area of responsibility and submit a copy to UNDSS and OPSCEN.
  • Participate, coordinate and/or undertake security risk management for all locations in their area of responsibility where UNICEF personnel and eligible family members are present and facilitate the implementation of recommended mitigating measures.
  • Coordinate, as required by UNICEF and UNSMS policy, for eligible family members of internationally recruited personnel serving elsewhere, who are living in the area of responsibility, the same security provisions as for those eligible family members of international personnel serving at that duty station.
  • Coordinate with the next higher level of UNICEF security professional and the OSC when the Country/Field Office in their area of responsibility is hiring a temporary Security Advisor.
  • Participate in and provide security inputs to UNICEF operational and programme planning.
  • Inform UNICEF personnel of the actions to take in the event of any emergency in accordance with the Country/Area Security Plan.
  • Submit an SIR on behalf of the Country/Field Office for all security incidents in involving UNICEF personnel, premises or assets to UNDSS and OPSCEN.
  • Conduct security surveys of International personnel residences in accordance with the Country MORSS.
  • Coordinate with UNDSS to ensure all UNICEF personnel and eligible family members receive a security briefing upon initial arrival in Country/Area.
  • Coordinate with UNDSS to ensure all UNICEF personnel undertake all mandatory security training and participate in all security related contingency exercises.
  • Report all instances of non-compliance with security policies, practices and procedures in their area of responsibility to the Representative/Head of Office.
  • Provide the next higher level of UNICEF security and the OSC with mandatory reports in accordance with UNICEF security reporting guidelines.
  • Provide advice on technical security requirements contained in the Security Plan, MOSS, MORSS and other relevant security policies, and monitor their implementation for their area of responsibility.
  • Coordinate, as appropriate, with relevant technical entities to ensure an effective and functioning communications system for security management within UNICEF that this is fully integrated into the Emergency Communications System for their area of responsibility.
  • Ensure that security collaboration with NGOs working as implementing partners with UNICEF is undertaken, in coordination with UNDSS, and using the framework of Saving Lives Together (SLT) policies in their area of responsibility..
  • Attend as an observer, all SMT/ASMT meetings and assist UNDSS as appropriate.
  • Participate as a member of the security coordination cell established by UNDSS.
  • Establish contact across their area of responsibility with all UNSMS Organizations and applicable NGOs security advisors.
  • Establish contact across their area of responsibility with all relevant local authorities as appropriate.
  • Coordinate with UNDSS and conduct relevant security risk assessments for UNICEF in their area of responsibility.
  • Coordinate with UNDSS in the preparation, maintenance and updating of relevant security and contingency plans for UNICEF in their area of responsibility.
Qualifications of Successful Candidate
1. Education
  • Advanced university degree or equivalent in Security Risk Management, Political Science, Military Science, Law Enforcement, Law or related area.
  • Substantial qualifying experience and training may be considered in lieu of the advanced university degree.
2. Work Experience
  • A minimum of 5 years of progressively responsible experience in security risk management at least 3 years of which should be at the senior officer, senior management or UN professional level.
  • Demonstrated international security management experience and understanding of the United Nations Security Management System is highly desirable.
3. Language Proficiency
  • Fluency in English (verbal and written) is essential.
  • Good written and spoken skills in the language of the humanitarian operation and knowledge of another UN language are an asset.
