Child Protection Officer
(Important Note - Position open to Kenyan nationals only)
HIAS Refugee Trust of Kenya (HRTK) is a non-profit non-governmental organization committed to the assistance, protection and durable solutions needs for refugees at heightened risk in Africa, through the provision of direct psychosocial, social and resettlement services as well as through community outreach and capacity building for partners.
HRTK seeks to recruit a qualified and well experienced Child Protection Officer.Under the supervision of the Protection Program Manager, the incumbent will be the focal point for refugee child protection activities ensuring compliance with relevant child protection standards including children’s participation and will perform the following functions:
Ø Spearhead the design and establishment of a comprehensive refugee child protection strategy and monitor developments in the implementation of the refugee child protection strategy and ensure congruence with national and international child protection strategies.
Ø Coordinate and oversee the Best Interest Assessments and Determinations (BIA and BID) process including presentations to the BID Panel.
Ø Ensure adherence to HRTK policies, procedures, ethics, professional standards and best practices that bring in operational efficiencies and improve client satisfaction.
Ø Support quality assurance in programming through analysis of child protection reports, identifying lessons learned, and analysing impact to improve program design.
Ø Undertake on-going visits to project sites required for effective child protection programme design, implementation, management, monitoring and evaluation to support the availability of accurate, complete and up to date information
Ø Draft relevant sections of reports highlighting office performance, progress against targets and client needs required by donor and management on bi-weekly, monthly, quarterly and annually;
Ø Enhance project efficiency through implementation follow up, including monitoring BID and Psychosocial Panel decisions.
Ø Responsible for ensuring the drafting of child protection action plans, recommendations and other project documentation, ensuring accuracy and consistency with established rules, regulations and standards.
Ø Responsible for ensuring timely, quality and comprehensive child protection reports, BID/BIA reports and review and analysis of child protection reports and draw out emerging trends and issues to inform program planning and decision making.
Ø Team with local Government counterparts and partner organizations to exchange information, conduct capacity building and advocacy on child protection issues.
Ø Provide training and other support in child protection program assessment, design and monitoring of latest developments in child protection.
Ø Develop and maintain partnership and network with external organizations and the government and keep a proper database through development of child protection tools and standards, their implementation and/or other initiatives
Ø Networking with other organizations through coordination forums and sharing innovations with HRTK staffs.
Qualifications and Competencies
Education:
University degree in social sciences, humanities, law or other relevant field.
Experience:
No less than three years work experience, including at least 1 year working with children, preferably with an NGO. Experience working in the field of refugee protection and assistance is a distinct advantage.
Skills and Competencies:
· Computer literacy with strong knowledge of MS Office.
· Strong leadership, coordination and management skills.
· Strong analytical and report writing skills.
· Competence in capacity building and advocacy.
· Data handling skills and previous exposure to database a plus.
· Strong communication and interpersonal skills.
· Strong organization skills.
Languages:
Proficiency in English and Swahili.
