CONSULTANCY TO DOCUMENT REGIONAL PROMISING PRACTICES ON ADOLESCENTS AND YOUTH INITIATIVES WITHIN IPPF AFRICA REGION

A.BACKGROUND
IPPFARO put adolescents and Young people at the center of its governance and programs. Engaged in information dissemination and service delivery, they also play key roles in day to day decision making at regional and national levels and represent 30 % of Africa Region Executive committee. Their full involvement of young people in advocacy, decision making and programs is key to realize their rights, to increase their access to services and contribute to build next generation of Leaders as a way to contribute to the future of the continent.
The Youth Action Movement (YAM) is the youth arm of IPPF Africa Region’s volunteer base and is institutionally entrenched within all Member Associations (Mas) to catalyze Youth participation. To further strengthen this vision, the Youth Action Fund and the youth internship program initiatives were established with the aim of
  • driving youth innovative programs in sexual and reproductive health
  • strengthening YAM’s engagement and participation at the national level and regional level;
  • developing a generation of active, brave and passionate advocates;
  • Empowering adolescent and young people, including through access to information; and services on sexual and reproductive health and rights.
In 2014, nine youth led project projects were supported in different Members Associations namely:
  1. Kenya - Safe space and sex for Adolescents and Young LGBTI;
2.Mozambique - Access is my right ( YFS for Adolescents and Young people living with disabilities)
  1. DRC - Offre des services, y compris contraceptifs aux jeunes vivant dans la rue;
  2. Niger - Youth action against early marriage ;
  3. Cameroon - Plaidoyer pour le respect des engagements en SDSRAJ ;
  4. Benin - Stop aux grossesses précoces et non désirées chez les jeunes filles déscolarisées;
  5. Togo - Pour la santé sexuelle et reproductive des adolescents et jeunes, agissons maintenant;
  6. Burkina Faso –‘’Five Five tour caravane’’ (Contraceptive for A&YP in rural Burkina Faso)
9.Zimbabwe - Social Family Planning; (Contraceptive for A&YP in tertiary institutions in urban Zimbabwe)
B.SCOPE OF WORK
IPPF Africa Regional Offices requires the services of a consultant to document achievements of the Youth internship programme and the Youth Action funds initiative Edition 2014 as well as identify promising practices on:
  • engaging adolescents and young people as advocates for sexual and reproductive health and rights and as leaders;
  • engaging adolescents and young people as enablers through facilitating access of their peers to education and services;
  • document mechanisms to strengthen the Youth leadership and Participation, including through promoting Youth led project initiatives.
Finally, the consultant will develop conceptual model for the promising practices.
C.POTENTIAL USERS
IPPF Africa Regional Office views the sharing of internal best practices as an important methodology to improve internal approaches by focusing on what has been done both by young people and members associations making achieving Youth leadership and participation possible in our organization realities. By capturing the promising practices from these initiatives, we want to share models that are working and show promise of replication to the rest of our member associations in the region as well as being of use to other external organizations. Therefore, we expect the users of the document to be IPPF member associations in Africa and other 5 regions of the federation as well as external organizations working in the Youth Development and Participation area.
D.KEY TASKS AND DURATION
Key deliverables
The consultant will produce a user-friendly, easy-to-read, publish-ready document:
  • That documents achievements of the nine youth led projects & their overall effect on the Youth as individual, on the MA Youth Action Movement as a structure and on the Member Association Youth program;
  • That comes up with conceptual framework model for engaging adolescents and youth people as advocates and enablers through the youth led projects;
  • Includes personal stories or testimonials and photos.
IPPF Africa Region will facilitate communication with concerned MAs and identified persons. The final document should be less than 30 pages.

E.QUALIFICATIONS
IPPF Africa Region seeks a consultant with the following expertise:
  • Adolescents and Youth programming knowledge & skills, with an emphasis on Youth leadership and Youth participation in a Africa context;
  • Good communications and writing skills;
  • A good command of French and English;
  • Previous experience in evaluation.
