Consultancy 2014-2018 CBM Country Plan Development, Kenya
1. Background
a. CBM
CBM is an international Christian development organization, committed to improving the quality of life of persons with disabilities in the poorest countries of the world. CBM’s vision is an inclusive world in which all persons with disabilities enjoy their human rights and achieve their full potential.
b. CBM in Kenya
CBM has been in operation in Kenya since 1970. CBM Kenya Program has a Country Coordination office located in Nairobi within the Regional Office East Africa. The Kenya Country partner portfolio currently has 26 partners ranging from Special Schools/vocational training institutions, Eye Health Units/Hospitals, Orthopaedics and Rehabilitation Hospitals/Centres/Organizations, organization of persons with disabilities, humanitarian agencies, and Training Institution in Ophthalmology.
- Disability Context in Kenya
Prevalence:Kenya has a population of about 44,037,656 million people. According to the 2009 population census, the population of persons with disability in Kenya is 3.5 per cent. This low percentage is likely to be an underestimate of people with disabilities since the Kenya National Survey for Persons with Disabilities of 2007 found that4.6% of Kenyans experience some formof disability.
International Commitments: Kenya signed the United Nations Convention on the Rights of Persons with Disabilities on 30th March 2007 and ratified (not the optional protocol) on 19 May 2008. Kenya is also a signatory to the African Decade of Persons with Disabilities 1999-2009 and committed to an extension until 2019.
National policy and legislative commitments: The Kenyan constitution explicitly prohibits discrimination on the grounds of health status and disability (article 27) and also recognises the concept of reasonable accommodation for people with disability (Article 54). The Persons with Disabilities Act 2003 is a comprehensive law covering rights, rehabilitation and equal opportunities for persons with disability. A disability policy also exists. In 2010 a Special Needs Education policy was launched. providing framework for transitioning towards inclusive education. In 2009, a policy on Older Persons and Aging was introduced. The National Social Protection Policy also includes persons with disabilities also exists.
Government institutions: Responsibility for providing services for persons with disabilities is shared across several government ministries namely The Ministry of Labour Social Security Services; Ministry of Education, Science and Technology; and Ministry of Health.
a.Global Program Strategy (GPS) and Country Plan (CP).
The GPS II2014 - 2018 aims to harmonize CBM interventions under one global programme. It calls for strategic focus in what CBM does. This is in terms of programmatic priorities, adherence to technical standards and procedures, and exit strategies. The GPS II defines what CBM needs to achieve to address needs of the identified target groups (externally) through clear programme strategies and in relation to existing CBM entities (internally).
The CP will be developed through a process of data collection and analysis at country level (i.e. country situation analysis) in line with the CBM-GPS II main objectives and through an active participation of key stakeholders at country and international levels.
The purpose of this exercise is to gain an in-depth understanding of the situation of persons with disability in Kenya and to identify needs, and gaps as well as potential opportunities for CBM to engage. The exercise will further identify and, prioritize thematic areas of engagement with the corresponding results, activities and budget lines. The CP will also identify potential CBM partners which will be engaged to implement the CBM CP. These partners may be newly identified and/or current partners of CBM but with a new orientation of program focus and model.
2. Technical Approach and Phases.
The CP will be carried out through a process described by available guidelines (i.e. CBM Toolbox for Country Planning) which will consider both internal (CBM) and external (context) factors.
The process is divided into three main phases as indicated below:
§ Step 1 -Background Analysis:This looks into the collection (primary and secondary data) of all required information and data for the development of the CP. This will be done using existing tools and adapting them as required.
§ Step 2 - Planning:This is characterized by the analysis of all gathered information and the consolidation of a draft document (CP). The analysis of the collected information will be divided into:
̵ gap analysis;
̵ development of a CP and Log frame (format to be provided);
̵ identification of required resources (Budget, Human Resources, etc.) to meet desired objectives (as per the GPS II);
̵ practical recommendations and timelines.
During this phase, the consultant will also facilitate the organization of a stakeholder's meeting (SM) for a joint planning process. The SM will constitute a forum to disseminate the analysis findings, consolidate all input and build consensus on the strategic direction including recommendations.
§ Step 3 - Validation (buy-in): Once a draft Country Plan including the above listed components is available, it will require validation by the various relevant stakeholders in order to get their buy-in and commitment to contribute to its delivery. This will be through a validation workshop where the most important stakeholders come together to critique the draft, possibly suggest changes, and are asked to express their interest. The stakeholders will include partner organizations (existing/new; implementing/alliance/advocacy); target group representation; government line Ministries; and members from CBM family.
All the above phases will be coordinated closely with CBM Country and Regional Offices.
3. Scope of Work and Objectives
a. The main objective of the consultancy is to produce a comprehensive Country Plan (CP) following priorities and objectives indicated by the GPSII. This will be achieved through a participatory process following a country situational analysis aimed at gaining an in-depth understanding of the situation for persons with disabilities in Kenya and needs, gaps and opportunities for CBM to effectively engage.
b. Specific objectives and expected outputs:

- Methodology
The evaluation will be conducted in a participatory manner using a combination of information gathering methods. These include but are not restricted to: bilateral meetings, round-table discussions, review of key documents, Key Informants Interviews (KII), targeting key personnel amongst different stakeholders, beneficiary consultation through focus group discussions, etc.
The participatory approach will also be utilized with stakeholders located abroad by use of questionnaires (e.g. during the SWOT analysis) and by sharing draft versions of the CP for inputs. Throughout the CP process, there will be continuous consultations between the Consultant and CBM team at Country and Regional levels.
Finally, the development of a CP is a demanding exercise which will involve a number of methods and approaches such as:
a. Desk review of all relevant documents including:
̵ CBM specific: GPS II, Strategic Plans, Disability Inclusive Development Tool Kit, Inclusive Project Cycle Management, Multiyear Plans, Narrative and Statistics Reports, Child safeguarding Policy, Manuals and other relevant tools
̵ National Strategic Plans and Policies/Guidelines/Laws/Constitution in respective thematic areas (Eye Health, Education, Disability, Livelihoods, Disaster Risk Reduction, Gender, Child safeguarding e.t.c).
̵ Partnership MoUs and Agreements.
̵ Current CBM partner portfolio.
̵ Current CBM legal status in Kenya.
̵ Cross cutting issues (employment, environmental, sustainability etc.).
b. Interviews and discussions with relevant personnel from CBM team.
c. Interviews with current development partners.
d. Site visits, interviews and discussions with project beneficiaries and persons with disabilities.
e. Interviews and discussions with relevant government ministries, international NGOs and UN agencies.
f. SWOT analysis (internal and external).
g. Stakeholders Analysis to identify the Country Offices key stakeholders and their concerns and expectations, and to explore how they influence the organization.
5. Deliverables
a. Inception report detailing consultant's understanding and interpretation of the TORs (approximately 10 pages) with a detailed action plan.
b. Tools for data collection (the existing tools will be reviewed and tested).
c. Pre-Stakeholders meeting draft CP and preliminary data base of all gathered information and statistics. This will also include:
̵ CBM Capacity Analysis.
̵ Internal and External SWOT analysis (Context Analysis).
̵ Draft CP and Log frame.
̵ Gap analysis
d. Summary Report of Stakeholders Meeting and Post-Stakeholders meeting.
e. Pre-Validation workshop CP (approximately 30 to 40 pages excluding annexes) draft CP with CP Budget and Log frame.
f. Power Point Presentation and all required documentations and literature for Validation Workshop.
g. FINAL Country Strategic Plan 2015-2018.
h. Summary Report of the consultancy (approximately 10 to 20 pages excluding annexes) and final data base of all gathered information and statistics. The summary report will focus on lessons learnt and best practices emerged during the development of the CP.
6. Job Specification
Knowledge (Education and Related Experience):
· Minimum of Masters Degree in Development Studies from a recognized University.
· Supporting qualifications in Consultancy for a period not less than 5 years.
· Proven competency in Strategic Planning, Design and evaluation of integrated development programs, organizational development and systems strengthening among others.
· Previous experiences in, change management, transition management e.t.c is an added advantage.

7. Consultancy Period
The Country Planning exercise is expected to take a maximum of 4 months including the development of the FINAL Country Plan. The inception report prepared by the consultant should have a proposed breakdown indicating how the various tasks will be allocated within the contract period for specific objective and outputs in table 3.b.
