  • International Center for AIDS Care and Treatment ProgramsICAP at Columbia University (CU) seeks a Project Chief of Party (COP) to lead a health program in Kenya.
    The Project Chief of Party is expected to provide leadership and direction to ensure the strategic, programmatic, technical, and financial integrity of the project-specific program and is responsible for achieving the planned results set out for the program.
    The COP will be the primary point of contact with the funder, local government counterparts, and partner institutions and is responsible for overall program management and guidance to team members.
    1. Job Title: Project Chief of Party (Kenya)
    Location: Nairobi, Kenya
    Please Note: This position is contingent upon project award and funding.
    Major Responsibilities
  • Work with technical and programmatic leads to ensure effective implementation and coordination of program activities and monitor progress toward the achievement of the project-specific program goals and objectives
  • Harness human, material, and financial resources appropriate for the program
  • Work with finance and program staff to develop and track program budgets
  • Ensure timely and accurate reporting of program activities and results to USAID
  • Present progress, achievements, and lessons learned to key stakeholders, including funder, government, and other implementing partners
  • Supervise and manage a team of highly qualified staff and align their efforts with program goals
  • Lead the annual work planning process associated with the project
  • Provide technical leadership in the design, analysis, and synthesis of interventions
  • Assure the quality of technical interventions at national and provincial level
  • Assure the sustainability of interventions, particularly in the area of capacity building
  • Advise regional/provincial counterparts on technical issues and participate in relevant technical advisory groups with counterparts and partner institutions
  • Troubleshoot to prevent and resolve potential problems and review outputs for quality control
  • Represent the program in all matters pertaining to the execution of program-related activities before the Kenyan Government, USAID, and other partners, including interactions with the most senior levels representatives of these institutions
  • Cultivate relationships with the Ministry of Public Health and Medical Services at all levels and across various departments
  • Cultivate strategic relationships and alliances with the other USG partners and funders, including private sector partnerships
  • Serve as the primary advocate for the program with the Kenyan Government and other national/international partners
  • Increase the visibility of the program through representation at high-level visits withUSAID, PEPFAR, and the Ministry of Health
  • Prepare briefing documents on the program at the request of USAID and/or the Ministry of HealthEducation
  • Advanced degree in public health or relevant fieldExperience, Skills & Minimum Required Qualifications
  • Minimum ten (10) years of senior level experience in program development, implementation, and management of health programs
  • Minimum ten (10) years of senior level experience working with the Kenya Ministry of Health, preferably at the National and Provincial level
  • Demonstrated experience managing USAID or other donor-financed projects
  • Strong familiarity and command of USAID regulations and compliance
  • Proven track record of directing, motivating, and managing project teams composed of technical experts, program managers, and administrative staff
  • Strong communication and advocacy skills
  • Previous experience of successfully managing relationships with governments, donors, and other partners in a complex political environment
  • Background and expertise in HIV, malaria, TB, and maternal and newborn health
  • Extensive field experience in Kenya
  • Fluency in written and spoken English; fluency in Kiswahili
  • Requirement to travel throughout Kenya and internationally2. Job Title: Project Deputy Chief of Party (Kenya)
    Location: Nairobi, Kenya
  • Working closely with the Project Chief of Party, the Project Deputy Chief of Party
  • Provides strategic planning, management guidance and oversight to the project and is responsible for achieving the planned results.
  • Supervises and manages a team of highly qualified technical and administrative staff and align their efforts with program goals.
  • Provides technical assistance to ensure effective implementation and coordination of program activities.
  • Ensures timely and accurate reporting of program activities and results to USAID.
  • Presents progress, achievements, and lessons learned to key stakeholders.
  • Assists the annual work planning process associated with the project.

  • Minimum five (5) years of senior level experience working with the Kenya Ministry of Health, preferably at the National and County level
  • Demonstrated experience managing USAID or other donor-financed projects
  • Strong familiarity and command of USAID regulations and compliance
  • Proven track record of directing, motivating, and managing project teams composed of technical experts, program managers, and administrative staff
  • Demonstrated and successful experience in managing projects, setting realistic priorities and timelines and following through appropriately
  • Demonstrated experience of successfully managing relationships with governments, donors, and other partners in a complex political environment
  • Expertise in HIV, malaria, TB, and maternal and newborn health
  • Extensive field experience in Kenya
  • Exceptional communication skills3. Job Title: Senior Finance Director (Kenya)
    Reporting to the Project Chief of Party, the Senior Finance Director will be responsible for overseeing all aspects of financial management, including financial systems implementation, budgeting, expenditure tracking, and financial reporting and accounting for both the prime contractor and any subawards.
    Note: This position is contingent upon project award and funding.
    Education
    Requires a Post-graduate degree in Business, Accounting, Finance or related field
    Experience, Skills & Minimum Required Qualifications
  • Minimum eight (8) years of experience in financial management for large complex projects, of which at least five years were working in the field of international development
  • Demonstrated experience in strategic planning and execution
  • Demonstrated knowledge of USG contracting
  • Professional level of oral and written fluency in English language4. Job Title: Health Systems Strengthening Advisor (Kenya)
    Location: Nairobi, Kenya
    Note: This position is contingent upon project award and funding.
    ICAP at Columbia University (CU) seeks a Health and Systems Strengthening (HSS) Advisor for a health program in Kenya.
    The HSS Advisor will report to the Project Chief of Party (COP) and will be the technical lead responsible for the result: Strengthened County Health Systems, specifically Governance and Strategic Planning, Health Products and Technology / Commodities, Human Resources for Health (HRH), Strategic Monitoring and Evaluation and Referral Systems.
    This position ensures a seamless link between service delivery interventions and county cap city and systems development.
    The HSS Advisor will be knowledgeable with the issues around devolution and the functions and organization of the county government, particularly the county health management teams and their capacity gaps.
    Advises the Project COP and the project team on HSS matters related to the program and manage staff in this respect, if any. Works closely with county officials.
    Education
  • Master’s degree in health policy and administration, health sector development, public health or related fieldExperience, Skills & Minimum Required Qualifications
  • Minimum seven (7) years of relevant, senior-level professional experience managing and implementing health systems strengthening programs in the areas listed above with minimum five (5) years of experience in sub-Saharan Africa, Kenya experience preferred.
  • Minimum five (5) years of demonstrated experience in managing and supervising a team and project design
  • Demonstrated ability to work effectively with government representatives, for-profit private sector entities, local community organizations, donors and other stakeholders, particularly at the sub-national level
