Principal Internal Auditor – Core and Access Network Audits

In keeping with our current business needs, we are looking for a person who meets the criteria indicated:
Reporting to the Senior Manager - Core and Access Network Audits, the position holder will
lead the delivery of Network Audits, value added systems, operations support and business support systems;
leveraging a risk based approach, lead the Technology skilled auditors in executing audits of network elements and network management systems, billing systems, value added systems, customer management systems and business support systems;
Report on the progress against audits carried out in the Technology domain and interact with Senior Management and process owners to understand the issues that may have an impact on the audit scope of the systems or system related processes in scope.Key Responsibilities
Perform risk based analysis of network element configurations and parameters in a live network environment and compare results to international good engineering practice
Review the Performance of Network Elements and Services as well as Vendor Equipment & Services within the Safaricom Network
Recommend best practice security measures to ensure the integrity, confidentiality and continuity of systems and services
Review Processes and Procedures around network quality management
Review of security settings around key network elements (BTS/BSC/Node B/RNC/HLR/MSS/MGW/GGSN/SGSN/ STP/USSD/IN).
Provide independent assurance during system implementations/ upgrade of network elements - recommend controls that should be incorporated within network elements to mitigate identified risks before go live
Review network KPIs to determine adequacy of capacity and overall health of the network
Propose solutions to improve quality through research & engagement with stakeholders
Assist in the identification and validation of key controls that should be automated in the network elements and develop scripts to be built into the existing
Continuous Auditing/ Controls Monitoring systems to proactively monitor key controls
Monitor the progress of Technology Audit work in all engagements and ensure that audit work is delivered per agreed timelines
Provide practical and cost-effective advice to management on designing, implementing and enhancing internal controls in the areas of technology in the Safaricom network and lead the audit team members to deliver the same high quality advice.
Manage the audit execution of technology audits within the Technology domain.
Ensure the audit jobs maintain thorough and high quality results within defined audit plans and budgets.
Planning, scoping and coordinating audit delivery and supporting reporting for all systems managed within IT operations.
Ensure engagements are conducted effectively and efficiently to the high standards set out by the Division, outcomes of which are confirmed through the Division’s Quality Assurance Program (QAIP).Minimum Requirements
Upper second class degree in a Technical field e.g. Electrical and Communications/ Telecommunications engineering or BSc Computer Science/ Information Technology from a recognized university. CCNA certified
Knowledge and experience in Telecoms network infrastructure including BTS/BSC/NodeB/RNC/HLR/MSS/MGW /GGSN/SGSN/STP/USSD/IN
Solid understanding of IP and related technology and equipment
Strong understanding of IP routers and switches.
Extensive knowledge of IP Routing and IP routing protocols (OSPF, ISIS, EIGRP, and BGP)
Understanding of GSM & UMTS SS7 Call Flows and Messages
Understanding of the Fundamental SQL concepts of Aggregation, and different kinds of Sub-Queries and Joins
Experience in identification of key risks to a networked environment and auditing the control environment to mitigate those risks.
Additional experience gained from working in an assurance role within a
Telecommunications company will be an added advantage
Holder of Certified Information Systems Auditor (CISA) Designation
Other qualifications e.g. CISM, CISSP, CRISC would be an added advantage
Experience in the following platforms Unix, Linux, Windows Server, Ms Sql, Oracle
Data analytics qualifications and experience
Well versed in knowledge of frameworks e.g. COBIT, ISO 27002,PCI DSS, ITIL
