Main Objective:
The Assistant Project Engineer, under supervision of Project Engineer, will carry out day to day supervision of construction, ensure quality construction, and manage schedules to construct a secondary school in Kakuma Refugee Camp, which consists of 16 class rooms, 2 staff rooms, 1 laboratory, kitchen and latrines.

Reporting to:Project Engineer
Specific duties:
- Prepare solicitation documents and provide bid evaluation through the analysis of the bids and detailed assessment of the bidder's capacity.
- Prepare local purchase orders and contracts as required.
- Supervise construction works and contractors on daily basis to make sure the design, specifications, and quality standards are followed.
- Keep daily records for each site for the in work progress achievements, obstacles and remarks on the material, workmanship and resources.
- Carryout monthly measurements and report to Program Coordinator about any expected changes in the Bill of Quantities and any additional works necessary to complete the works.
- Carryout actual measurements for the completed items in the different stages when the contractor is entitled for payments according to the Contract.
- Review the project progress and advise the Contractor to meet the agreed schedule.
- Prepare instructions on variations for approval as required
- Develop Bill of Quantities, designs and specifications of construction works.
- Prepare and develop progress reports on monthly basis.
- Liaise with stakeholders including UNHCR and other international and national NGOs
- Perform other duties as requested by the Programme Coordinator or Country Director.
Essential requirement:
- University degree in civil engineering, building engineering, architecture and construction.
- At least three years of experience in supervision of construction.
- Experience of technical drawing and architectural designing
- Good operational knowledge of Microsoft Office applications and CAD
- Proficient in spoken and written English and Kiswahili
- Strong motivation to be a part of an humanitarian aid organization.
Knowledge and skills:
- Experience working with international NGO is an advantage
- Strong co-ordination and negotiation skills with stakeholders and problem solving skills
- Culturally sensitive and high level of diplomacy and tact
- Security awareness and management relevant to sensitive security environment
- Ability to work both independently and and as part of a team
- Strong analytical and report writing skills
- Excellent interpersonal and time management skills
- Willingness to travel within the country
This position is under the salary scale for national staff members.
