Energy Technical Officer

Relief, Reconstruction and Development Organization (RRDO) is a local NGO registered under the NGO Coordination Act 1990 with its head office in Nairobi and Field Office in Dadaab. RRDO is currently implementing apilot project on alternative domestic energy for refugees and host communityin Dadaab with funding from WFP. RRDO aims to support good environmental governance and sound resource management.
The overall and overarching responsibility of this position is to coordinate the effective, efficient and successful implementation of the Efficient Access to Domestic Fuel Pilot Project that aims to produce briquettes as cooking fuel from mesquite/prosopis species in Dagahaley/Ifo refugee camps and Dadaab host community. The incumbent will be the technical officer of the project and he/she will be expected to offer technical guidance to the beneficiaries, stakeholders and RRDO within this pilot phase and help in the further development/upscaling of the project.
We are therefore looking for a highly motivated, result oriented and proactive individual to fill the vacant position below.
Position Vacant: Energy Technical Officer
Reporting to: Programme Manager
Duty station: Dadaab, Kenya
Duration of Contract: 12 months (August 2015-July 2016 with possibility of extension)

Key Responsibilities
  • Mobilize refugee and host communities into cohesive fuel production groups.
  • Offer trainings to the fuel production groups in leadership, records keeping, financial tracking and briquettes production.
  • Offer trainings on prosopis management to prosopis harvesting groups.
  • Support the refugee and host community groups to establish fuel production enterprises.
  • Liaise with RRDO procurement and finance departments to ensure all project equipments and supplies are available for project implementation.
  • Liaise with refugee leaders, camp management agencies, WFP, UNHCR, County government and other relevant stakeholders in effective project implementation.
  • Ensure adequate information sharing among relevant stakeholders.
  • Develop a monitoring and evaluation system for the project.
  • Develop reporting formats that will be utilized by the groups on a daily basis.
  • Submit monthly and quarterly narrative reports indicating the progress of the project against set milestones (Targets).
  • Organize dissemination workshops and present the project results and outcomes to stakeholders.
  • Document lessons learnt and develop a multi year full proposal on efficient access to domestic fuel in refugee and host community environments at the end of the pilot.
  • Ensure that the project is implemented in an environmentally compliant manner that is consistent with environmental law processes and procedures.
  • Address any emerging challenges and develop innovative solutions.
  • Represent the project in interagency coordination forums such as Dadaab Interagency Energy Taskforce, Host Community Coordination Meetings as well as camp coordination meetings.
  • Receive all the visitors including donors visiting the project and giving adequate technical information concerning the project.
  • Undertake any other responsibilities as assigned by the supervisor.
****Qualifications, experience and skills****
  • Degree in Environmental sciences with biases in energy solutions.
  • Masters in environmental sciences will be an added advantage.
  • At least five years experience in domestic energy work environment, with at least 2 years NGO experience.
  • Strong academic and practical background in environment issues.
  • Conversant with environment and domestic energy issues especially in refugee or IDP settings.
  • Ability to develop elaborate project proposals and reports.
  • Ability to communicate clearly both verbally and in writing including sound workshop presentation skills.
  • Ability to work and deliver under pressure and meet strict deadlines.
