Purpose of the position:
To provide vision and leadership in exploiting the potential of evolving Information and Communication Technologies that supports World Vision’s vision and mission. The incumbent will be required to provide leadership and management of Information and Communication Technology (ICT) and establish ICT as a critical success factor in World Vision Kenya ministry.
To build ICT capacity in the National Office that will support the ministry and contribute to its effectiveness, quality and accountability.
ICT Strategic Leadership (25%)
- Lead on development and delivery of an integrated ICT through the National Office ICT Strategy and related policies and standards that are aligned with National Office strategy and Partnership policies and standards.
- Prepare, review and monitor the ICT Annual Budget and Operating Plan to ensure effective implementation of the ICT Strategy.
- Provide leadership and advise National Office Leadership Team on ICT Developments and Policy Issues and their impact on the National Office operations and strategy.
- The development and delivery of ICT strategies and policy arrangements to ensure resources invested in ICT provide improvements to services and value for money
- Advice and guide on the development and implementation of Unified Communications encompassing the full range of associated technology services to support the National Office’s strategic and operational business activities and decision-making.
ICT Management (20%)
- Accountable for the delivery, continuity, information security, risk management and effective support of the National Offices ICT infrastructure and systems.
- Maintain a National ICT dashboard of all significant/major ICT projects’ status and schedule for implementation and support across the National Office.
- Provide team leadership by building and maintaining a high performance and motivated National IT team
- Manage relationships with Role Players and Stakeholders in the ICT industry both internal and external to World Vision Kenya, for example hardware and software vendors, service providers, industry regulators, consultants, etc.
- Manage the introduction, implementation and support of appropriate ICTs in the National Office in line with Partnership standards and policies and local legal requirements.
- Manage the introduction of structured end-user capacity building to ensure optimal and efficient use of all the ICT systems/tools available to the organization.
- Represent the WV Kenya in Partnership ICT Meetings as required by the ND and GICT Leadership
ICT Operations (25%)
- Develop, deploy and maintain appropriate ICT Infrastructure and Connectivity solutions for both NO, Regions and ADPs for secure, efficient and effective flow of information to facilitate operations and decision making.
- Provide deploy and maintain Personal Productivity Tools such as desktop computers, laptops, Blackberries, Personal Digital Assistants (PDAs), business mobile phones, etc and software based productivity tools such as email, Office Applications (Word, Excel, and Power Point), WebEx among others.
- Develop, deploy and maintain appropriate Business Applications that support critical business processes to facilitate operations and decision making such as Sun Systems or custom built partnership applications such as SingleSTEP.
- Develop, deploy and maintain appropriate security systems that ensure Network, Systems and Data Security from internal and external security threats.
- Develop, document, implement, test and review Business Continuity Plan (Disaster Recovery Plan) in alignment with the National Office Disaster Mitigation and Management Plans for ensuring high systems availability and business continuity.
- Develop, deploy and maintain performance Monitoring and Reporting systems that provide management and technical reports for decision making and operational support.
- Establish appropriate operational procedures, tools and resources for effective and timely delivery of technical support to all users (at the head office and field offices) that ensures high user productivity and guarantees customer satisfaction.
- Work with Global ICT Teams to Leverage global ICT resources to access specialized network or applications support.
- Provide Global ICT teams on performance of various applications and systems for ongoing field performance improvement
Capacity building (15%)
- Conduct ICT Training Needs and develop training plans for the NO.
- Ensure competent and motivated staff are hired and retained.
- Ensure there is a capacity development plan for ICT Staff
- Ensure a continuing professional education.
- Participate in the relevant National, Regional, and partnership capacity building initiatives.
- Ensure partnership ICT policies and procedures are understood by Management and staff
- Promote on the job coaching processes and specific tailor made training programs for staff.
- Develop a succession plan for key ICT positions
Innovations & ICT Initiatives Support (10%)
- Continuously research on ICT innovations and provide Business Improvement opportunities for the various sectors (eg. WASH, Food Security etc.)
- Work with WVK stakeholders to define the scope, goals and deliverables of ICT Innovations and initiatives eg ICT4D projects, M-Health, ICT4E among others
- Develop an ICT4D roadmap
- Work with WVK business units to develop an integrated plan for execution of current and future ICT innovations eg ICT4D projects, DM&E
Other (5%)
- Special assignments as appropriate to the role.
- Attend, participate in, and lead devotional/chapel meetings as scheduled and convened.
Relationships:
- Deputy National Director: (Supervisor) Strategic /operational guidance, coordination, joint planning, target setting and professional development support.
- Engagement Manager (GICT): (Matrix supervisor) Strategic /operational guidance, coordination, joint planning, target setting and professional development support.
- Associate PDGA Director: Resource Acquisition.QA Director: Consultation, coordination, joint planning, standards and strategy development as well as joint monitoring, knowledge management and impact evaluation.
- Integrated Programs Director: Consultation, liaison, planning Implementation, monitoring, documentation and staff mobilization to achieve ICT4D objectives.
- Finance Director: Consultation on financial management.
- People and Culture Director: Consultation on people matters.
- Key National and International Stakeholders: Engagement for Child Wellbeing.
Qualifications: Education/Knowledge/Technical Skills and Experience
- Bachelor’s degree in Computer Science, Information Systems, or other related specialized training
- At least 5 years of relevant IT experience two of which are in a leadership position
- Technical certification in IT disciplines or technology
- Certification in Service Management framework, preferably ITIL
- Experience in successfully leading complex multi-site projects
- Experience in negotiating with in depth knowledge of business requirements and IT processes.
- Ability to gather and analyse information or data on current and future trends of best practice.
- Ability to identify ongoing needs of internal and/or external clients
- Ability to function in high security risk situations
- Ability to collaborate with other members of formal and informal groups in the pursuit of common missions, vision, values and mutual goals
Working Environment / Conditions:
- Office-based with up to 10% domestic and international travel
- On call: on need basis
