Location: Nairobi (with frequent travel to Somalia and Somaliland)
Reporting to: Chief Executive Officer, Somalia Accountability Programme

Salary range: Competitive INGO salary package
BACKGROUND:
DFID is currently seeking tenders for a Prime Contractor to manage the ‘Implementation and Analysis in Action of Accountability Programme’ (IAAAP) in Somalia. Implemented through a consortium, the IAAAP will lead extensive action research and in-country programming to directly address and provide a better evidence basis for interventions which can improve accountability. The IAAAP will consist of a design phase (start-up & inception) for nine months and an implementation phase of 46 months. The Procurement Manager is a key role within the IAAAP, hosted within Saferworld.
Saferworld is an independent non-governmental organisation that works to prevent violent conflict and build safer lives. We work with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the actions of others. We have a strong thematic focus to our conflict prevention work prioritising: access to security and justice services; arms controls; aid and conflict; and governance and peacebuilding. We contribute to lasting change in specific countries and regions and internationally through a combination of research and policy development, advocacy and through supporting practical action at the local level in conflict-affected societies. We currently have country and regional programmes in Central and South Asia, the Caucasus, Eastern Europe, the Horn and Great Lakes regions of Africa and the Middle East and North Africa
Job Purpose:
Saferworld is seeking an experienced procurement manager to fill the role of Procurement Manager for the DFID Implementation and Analysis in Action of Accountability Programme (IAAAP) in Somalia. The Procurement Manager will be responsible for ensuring that effective procurement policies and procedures are in place to purchase quality assured goods and services for the programme at competitive prices.
This position is subject to project award and funding.
Duties:
· Develop a comprehensive understanding of the market for accountability interventions in Somalia and Somaliland
· Design an effective procurement methodology to deliver the required institutions and sub-contractors, in accordance with international best practice, including:
o Advertising process;
o Managing procurement correspondence;
o Bid receipt and bid opening;
o Bid evaluation;
· Draft and update the programme procurement manual, in accordance with DFID guidelines. Ensure Saferworld and partners can demonstrate compliance;
· Manage ongoing sub-contracting parties;
· Manage relationships with procurement agents;
· Manage relationship with DFID’s local Divisional Procurement Officer;
· Ensure that conflict sensitive approaches to procurement are carried out at all stages, with the required level analysis and coordination for the Somali context.
PERSON SPECIFICATION
  • Batchelor’s degree in a related field;
  • Professional procurement certification required;
  • At least 4-6 years’ experience in procurement management/administration ideally within an international non-governmental organisation (INGO);
  • Experience of working on large-scale development programmes;
  • Experience of procuring goods and services in the context of Fragile and Conflict Affected States (FCAS). Experience in Somalia would be an advantage;
  • Experience of working in a high pressure environment and to tight deadlines;
  • Knowledge of DFID’s procurement guidelines. TERMS AND CONDITIONS:
