OVERVIEW OF CTG GLOBAL

OVERVIEW OF THE POSITION
The objective of the assignment is to support the National Federal Parliaments to implement the NFP Strategic Plan, in particular, through support for the development of Secretariat staff (including both Directors and young graduates) in order to build their capacity to support MPs to discharge their core functions of oversight, law-making and representation.
The consultant will work closely with the GROL Programme Manager, our client’s Parliamentary Team and other relevant staff and consultants, UNSOM, NDI and AWEPA, and other relevant development partners.
GENERAL FUNCTIONS
Scope of work/expected output
While the current Project supports all three legislatures in Somalia, the focus of this consultancy will be on providing intensive support to the National Federal Parliament (NFP) only. Under this particular TOR the consultant will deliver on the following tasks with the NFP:
• Rapid HR Assessment and production of report for the Speaker and Secretary General on the current status of NFP Parliamentary Secretariat, including current status of recruitments (how many staff, in what positions, how many staff still to be recruited, are all job descriptions final and signed off, do all departments have TORs to guide their work, what plan is in place to finalise recruitments, etc) and recommendations for action to strengthen the human resources of the Secretariat;
• Provide advice and support to the NFP Parliamentary Secretariat to enable them to address the recommendations in the Rapid HR Assessment, including assisting with developing job descriptions, TORs, etc, as necessary;
• Design and deliver a 2-3 day training for new NFP Parliamentary Secretariat Directors and key staff, to develop their capacities on staff management, financial management,
• Consultatively develop an annual work plan template to be used by all NFP Committees and obtain endorsement from the Speaker and/or Committee Chairs for use of the template
• Design and deliver one 2-3 day training on committee oversight for committee chairs and members, including training on organizing expert hearings, running oversight meetings, undertaking public consultations and drafting committee reports, on functions and procedures for oversight
• Work with all committees and clerks to finalise Committee workplans, in furtherance of the NFP legislative and policy agenda (in collaboration with our client’s consultant George Crawford and our client’s National Officers working with Parliament, as appropriate).
Monitoring and Progress controls
• Monitoring will be carried out by our client’s Parliamentary Development Specialist
• Monthly reporting by the Consultant indicating progress on project as per the TORs and operational workplan.

Review/approval time
Achievement of Deliverables/Milestones will be approved by our client’s Constitutions/Parliaments CTA or GROL Programme Manager, before payments are made. Where payments fall due during the middle of a month, they will be aggregated, and one total payment made no more often than once per month.
ESSENTIAL EXPERIENCE
I. Academic Qualifications:
· Master’s Degree in International Affairs, Public Policy, Public Administration, Communication, Social Studies Conflict Resolution or related field
II. Years of experience:
· 10 years working experience in programming and providing technical assistance parliaments, including in in post-conflict settings;
· At least 3 years of experience working with parliamentary bodies, including committees and secretariats
· Experience of working in post-conflict and crises settings, with dynamically changing conditions on the ground
· Experience of working in Somalia is desirable
· Experience in capacity building and training for parliamentary reform would be an asset;
· Experience in legislative development processes in developing country contexts would be an asset;

LANGUAGES
• Fluent in written and spoken English, Somali or Arabic are assets, but not requirements.
