BACKGROUND The Land and GLTN Unit - The Land and GLTN Unit, located within the Urban Legislation, Land and Governance Branch of UN-Habitat has the mandate to develop, test and disseminate pro-poor and gender responsive approaches in regard to urban land, innovative residential tenures, affordable land management/administration systems, and land related regulatory/legal frameworks and tools. The Unit hence focuses on research and tool development also to supply technical advice to Member States and backstop the Regional offices and other sections of UN-Habitat. Land tools provide a resource for enabling action. While there has been extensive global discussion around land policies that work for the poor, there has been insufficient attention paid to the development of methods for developing and implementing these pro-poor land policies. Consequently what are required are land tools that are affordable and accessible for all sections of the population in countries around the world. This is essential for creating societies with sustainable, equal access and use of land. Work has already started on these approaches, both for developing and post-conflict societies. Incremental expansion of this work over time, as capacity is developed, will take place through the Global Land Tool Network (GLTN, the Network), the Secretariat of which is located at UN-Habitat.
The Global Land Tool Network - The goals of the Global Land Tool Network is the development and adoption of of pro poor and gender sensitive land tools and approaches. The core themes on which the Networks focues on are: access to land and tenure security, land management and planning, land administration and information, land-based financing, land policy and legislation. The Network also works on eight cross-cutting issues, such as land governance, youth, capacity development, land in the Muslim world, conflict/disaster, environment, gender, and grassroots. GLTN has developed a global partnership on land issues pulling together global partners, as well as many individual members. These partners include international networks of civil society, International finance institutions, international research and training institutions, donors and professional bodies. It aims to take a more holistic approach to land issues by improving global coordination on land; through the establishment of a continuum of land rights, rather than just focus on individual land titling; through improving and developing pro-poor land management, as well as land tenure tools; by unblocking existing initiatives; assisting in strengthening existing land networks; assisting in the development of gendered land tools which are affordable and useful to the grassroots; and improving the general dissemination of knowledge about how to implement security of tenure. Monitoring and evaluation – The Global Land Tool Network has recently entered its Phase 2, which entails a 5-year programme. The overall Programme’s objective is: “International organisations, UN-Habitat staff and related land programmes/projects and targeted national and local governments better able to improve tenure security of the urban and rural poor”. The Programme has three Expected Accomplishments: (1) Strengthened land-related policy, institutional and technical frameworks and tools and approaches to address the challenges in delivering security of tenure at scale particularly for the urban and rural poor; (2) Improved global knowledge and awareness on land-related policies, tools and approaches that are pro-poor, gender appropriate, effective and sustainable towards securing land and property rights for all; and (3) Strengthened capacity of partners, land actors and targeted countries, cities and municipalities to promote and implement appropriate land policies, tools and approaches that are pro-poor, gender appropriate, effective and sustainable.
In line with the logical framework of the GLTN Phase 2, indicators, baselines, targets, monitoring mechanisms and data collection sources and methods were outlined in the project development phase. GLTN now needs a comprehensive and solid monitoring and evaluation strategy that practically describes what needs to be done to assess the progress of the Network towards its set goals. Such monitoring and evaluation strategy needs to be complemented by few tools that are practical and easy to maintain / update, but also true to the complexity of the theme (security of tenure) and of the work of the Network (a number of diverse partners, operating in different ways and at different level. In addition, the baselines of the programme need to be established. The monitoring and evaluation strategy for GLTN Phase 2 will have to be complemented and linked to the monitoring and evaluation needs of the Land and GLTN Unit in relation to the work of UN-Habitat. UN-Habitat has its own strategic plans and frameworks, with its own (different but related) expected accomplishments, monitoring and evaluation tools and mechanisms, and indicators. Lastly, the monitoring and evaluation work to be carried out by GLTN needs to be aligned with the work done by GLTN on monitoring security of tenure.
RESPONSIBILITIES Under the supervision of the Unit Leader and in close collaboration with the focal person for Project Management, Monitoring and Evaluation Expert will:
1. Develop a Monitoring and Evaluation Strategy for the Land and GLTN Unit, based on the GLTN Phase 2 logical framework and on the UN-Habitat Strategic Plan and Framework; 2. Develop simple and easy to maintain Monitoring and Evaluation tools for GLTN in line with the Strategy available; 3. Establish baselines and targets for the GLTN Phase 2 logical framework and for the UN-Habitat Strategic Plan and Framework established; 4. Develop additional Land Tool Specific monitoring and evaluation tools; 5. Advise on the reporting of results and on the reporting templates that addresses all the concerns of donors and projects and logical frameworks, in line with Results Based Management principles; 6. Provide advice on work planning and periodic monitoring.

COMPETENCIES Professionalism: Knowledge of concepts and approaches relevant to monitoring and evaluation, specifically in the areas related to the Global Land Tool Network areas of work (land and tenure security, policy, institutional and technical frameworks, partnership, tool development, advocacy and communication); Highly developed conceptual, analytical and innovative problem-solving ability; Familiarity with, and experience in, using various analysis and research methodologies and sources.
Planning and organizing: Ability to work within set deadlines and in line with the requested outputs; Capacity to establish priorities and plan, coordinate own work plan, use time efficiently and apply judgment in the context of competing needs.
Communication: Excellent written and verbal communication skills and ability to articulate complex ideas in a simple and clear manner; Ability to transpose strategies and concepts in simple monitoring and evaluation tools.
Creativity: Is not bound by current thinking or traditional approaches, takes calculated risks on new and unusual ideas; Offers new and different options to solve problems and meet the GLTN team’s needs.
EDUCATION Advanced University degree (masters or similar) in a field deemed relevant to the subject areas covered by these Terms of Reference such as political science, international development, business administration, etc.
WORK EXPERIENCE • A minimum 10 years of experience working in the field of programme monitoring and evaluation. • Previous working experience with international development, UN agencies and complex programmes is required. • Demonstrated ability in designing monitoring and evaluation strategies / processes involving individuals, groups and institutions, in particular in multi-cultural environments. • Demonstrated ability to establish base-lines and measure impact in the field of policy / tool development and implementation. • Previous experience in designing and/or undertaking monitoring and evaluation processes in tenure security and land-related projects or programme is an asset. LANGUAGE SKILLS Proficiency in spoken and written English is required. Knowledge of French or of another UN language is an asset.
REMUNERATION Payments will be based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid as per agreement. For this consultancy payments will be done in four instalments, based on the completion of the outputs as detailed below. The daily rate is determined by the experience of the selected candidate. Travel costs (airplane ticket in economy class), and daily allowance as per the UN rate will be paid in addition to the daily fee.
