International Medical Corps has a comprehensive portfolio of health programs in South Sudan covering implementation of a basic package of health services through support to hospitals and primary health care centers, WASH, training through operation of midwifery schools, and GBV in emergency response and development contexts. Recently, IMC was awarded a new reproductive health program as part of a consortium led by KIT (Koninklijk Instituut voor de Tropen- the Royal Tropical Institute in Amsterdam, the Netherlands). The SHARP (South Sudan Health Action and Research Project) has 4 main pillars: 1) Improve access to and utilization of Emergency Obstetric and Newborn Care (EmONC) services; 2) Women, families and communities know their RH rights and responsibilities and are supported in claiming quality RH services; and 3) RH governance increased through evidence-based policies, planning and practice. The SHARP project has both State MOH and County (facility) level components.
The RH Advisor will have the main supervisory responsibility for the management of SHARP and coordinate closely with the Health Pooled Fund Project that supports Wau county in the provision of primary health care and emergency obstetric care. S/he will work closely with SMOH, and HPF implementing partners in each county.
The position will be based in Wau as the majority of the health facilities that SHARP supports are in Wau County. For those SHARP supported facilities/activities in Raja, the RH Advisor will also regularly have to travel to Raja and on occasion to Juba.
ESSENTIAL RESPONSIBILITIES:
Program Management
• Overall responsible for the field implementation of SHARP; • Refine work plan based upon the coping mission report, baseline assessments and inception workshop; • Work closely with training coordinator to assure that FP value clarification training and FP counseling training is effectively delivered and followed up upon; be trained as trainer in this area. • Work closely with stakeholder to organize in-service BEmONC training in conjunction with the Wau midwifery school and Comboni and other practicum sites, HPF implementing partners and SMOH. • Monitor work plan implementation and budget to ensure activities are on track in collaboration with the appropriate IMC departments (e.g. Programs, Finance, Logistics, WBG State Coordinator); • Provide supervision and mentoring to facility level RH activities • Work with the WBEG site manage/county coordinator and human resources to recruit and orient reproductive health program staff; • Other duties as assigned by direct supervisor WBG and/or technical supervisor Juba
Coordination and Reporting
• Together with the WBEG site manager/Wau County Coordinator, liaise regularly with KIT SHARP Country Coordinator and other partners in the field (Healthnet and CORDAID) on the implementation of the SHARP program; • Actively participate in relevant RH working groups in South Sudan at State Level, liaise with the SMOH, especially the RH Department, and other partners; provide input and to the extent possible participate in national level RH working groups • Work closely with M&E to develop M&E plan, establish M&E system, ensure quality of data and use data for decision making • In collaboration with WBEG site manager, submit reports on timely basis to IMC HQ in Juba;
REQUIREMENTS • Degree in midwifery or nursing preferred; clinical officer with RH experience accepted • At least 3 years’ experience implementing health field programs in humanitarian, transition and development settings; • Expertise in reproductive health programming; • South Sudanese preferred; • Advanced degree in public health desirable • Excellent communication skills and ability to collaborate effectively with internal and external partners including SMOH and SHARP consortium partners; and • Fluency in spoken and written English; Arabic highly desirable
