The Inclusive Economic Growth and Social Development Unit (IEG) of UNDP Kenya, aims at supporting the Government of Kenya in achieving inclusive growth, and economic and social inclusion in Kenya, contributing to sustainable human development. Focusing on economic inclusiveness, equity and social inclusion will ensure that the poor and most vulnerable are both participating and equally benefiting from the process of economic growth, have equal access to resources and opportunities and that they participate in all processes that generate productive and primary entitlements and have access to the entire range of basic needs and social service, i.e. health services. Through its new, integrated multi-year and multi-partner program, UNDP Kenya’s IEG Unit aims at promoting inclusive and equitable growth in Kenya, and at empowering the poor as economic agents through an integrated approach.
The new, integrated program has two Components: (1) Promoting inclusive growth and (2) Economic empowerment of women and youth. The first component of this integrated program aims at promoting inclusive growth in order to accelerate and transform economic development for the poor and vulnerable. This component focuses on creating a conducive environment for inclusive, job-rich growth in Kenya, where the poor and vulnerable can fully benefit from, participate in and shape economic opportunities. Interventions are at the macro level, aiming at strengthening the institutional, policy and regulatory frameworks. This component will have interventions around two areas:
- Mainstreaming inclusiveness of the poor and vulnerable into policies and programs at the national or devolved level and promoting selected socio-economic policies with great relevance for the poor and vulnerable (for example MSE Bill).
- Promoting public-private initiatives that strengthen the poor and vulnerable as economic agents.
The component is implemented in close coordination with the Ministry of Devolution and Planning, the Poverty Eradication Commission, the Micro and Small Enterprise Authority, KEPSA and others.
The Programme Officer shall be responsible for management of the Programme’s Component (1) on Promoting Inclusive Growth. He/She will be based at UNDP Kenya office and will work in close collaboration with the operations team, programme staff in other UN Agencies, UNDP HQ, Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation. |
Duties and Responsibilities

Under the the supervision of the Team Leader of the Inclusive Economic Growth and Social Development Unit, and working closely with the other IEG team members, the Programme Officer will:
- Ensure implementation of programme strategies related to inclusive growth.
- Engagement with key partners to influence policies and issues as relates to inclusive growth, poverty and inequality, job creation, social protection, MSE, public-private partnership among other related issues.
- Work in collaboration with the various partners in the day-to-day management of implementation of the project activities under Component (1) of the new Program, as per the Project Work Plan.
- Planning, monitoring, reporting, financial management and evaluating the progress of the project as per the Project Work Plan and ensuring compliance with UNDP and/or Implementing Partners rules and regulations.
- Ensure coordination of the project implementation process with relevant stakeholders to ensure coherence, including their involvement in monitoring and evaluating project activities, joint field visits to enhance appreciation of the project’s work.
- Provide technical expertise into strategic planning of the project implementation process.
- In collaboration with the partners, ensure preparation of project reviews and final evaluations, as well as audits, including action plans to implement audit recommendations.
- In collaboration with the partners manage project communication and publicity and development of project documentation for the same.
- Engagement with new public and private partners to foster public-private collaboration; engagement with other UN agencies and development partners.
- Ensure mainstreaming of relevant issues such as Gender, Human Rights Based Approach, Disability and Marginalized group issues among others in the implementation of the project.
- Undertake any other responsibilities as may be assigned in relation to this position, as well as perform other tasks as assigned by the Unit Team Leader or by UNDP Senior Management.

- Proven experience in management and implementation of development projects/programmes.
- Proven understanding and knowledge of inclusive growth issues and related policies, strategies and programs of Government of Kenya (including poverty and inequality; youth and women unemployment; social protection; MSE sector; devolved funds; public-private initiatives related to inclusive growth) in Kenya.
- Fosters capacity building of the implementing partners in enhancing project sustainability.

Terms of Service
The Service Contract is a modality of hiring of UNDP development project personnel, where UNDP at the request of an executing entity, or implementing partner under the harmonized operational modalities or where UNDP itself serves as executing entity/implementing partner of a development project provides personnel contracting services to support execution or implementation of the project.
This is a non-staff contract under the Service Contract modality of hiring of the UNDP. Individuals engaged under a SC serve in their individual capacity and not as representatives of a government institution, corporative body or other authority external to UNDP. Therefore the incumbents shall not be considered as staff of UNDP, the UN system or the Government and therefore are not entitled to any diplomatic privileges, or to any other special status or conditions.

Required Skills and Expertise
Education: |
At least a Masters Degree in Economics, Social Science, International Relations, Development Studies or other relevant area. |
Experience: |
- Four (4) years experience in management and implementation of development programmes in the area of policy interventions related to inclusive growth, employment creation, poverty and inequality reduction.
- Experience in initiating or implementing Public-private partnerships.
- Experience in results based planning and financial planning.
- Good expertise and experience in policy-related projects.
- Good strategic thinking, together with strong analytical skills.
- Excellent communication skills.
- Ability to work with minimum supervision and in a multicultural setting.
