Technical Advisor, Livelihoods – REGAL - IR

ORGANIZATIONAL CONTEXT:
Adeso, formerly known as Horn Relief, is an expanding and vibrant African based international development and humanitarian organization. PROJECT SUMMARY:
The REGAL IR program is a 5 year initiative aiming to reduce hunger and poverty, increase social stability and build strong foundations for economic growth by strengthening social, economic, and environmental resilience in pastoral and transitioning communities in Kenya’s arid lands. It has six strategic objectives including diversifying livelihoods, improving value chain inclusiveness, natural resource management, conflict management, disaster risk reduction, and improving nutrition. The program will be based in Isiolo County and implementing in Isiolo, Garissa, Wajir, Marsabit, and Turkana.
POSITION SUMMARY:
Adeso is seeking a qualified and committed individual to join its team as a Technical Advisor, Livelihoods, for the REGAL IR Program being implemented in Kenya. Based in the REGAL IR Program Office in Isiolo County, the TA, Livelihoods will be a full-time member of the REGAL IR team reporting to the Chief of Party (CoP) and will play a crucial role in the management of this development program funded by USAID/Feed the Future Initiative.
SPECIFIC ROLES AND RESPONSIBILITIES:
• Contribute to the design and implementation of the livelihoods diversification (SO1) strategy for the REGAL IR consortium in close collaboration with CoP and other partners; • Provide technical expertise to REGAL IR field staff in program design, implementation strategies and work planning; • Facilitate regular interaction with field teams to guide strategy development, strengthen • program quality and build staff capacity; • Monitor field program results and ensure cross-learning of best practices among field programs; • Conduct field visits and training programs to strengthen the quality of REGAL IR livelihoods programs. Develop tools for staff development and effective monitoring and evaluation of livelihoods programs; • Ensure that livelihood activities meet stated objectives within the timeframe and on budget; • Ensure that the project reaches targeted livelihood beneficiaries, including women and marginalized groups; • Ensure technical quality and accuracy of REGAL IR Livelihoods program reports; • Conduct regular field visits to all project sites and partners to verify quality/ progress of • Livelihoods program interventions and provide technical guidance and advice; • Develop tools and guidance documents to assist in planning and developing livelihoods programs • Collect and document lessons learned from REGAL IR SO1 Activities; • Under the guidance of the CoP, coordination with donor and partner organizations, and ensuring achievement of project results and objectives. • Ensuring proper and regular monitoring and evaluation of all livelihood related activities; and timely preparation and submission of reports and other deliverables; • Supervision of internal control procedures and overall administrative systems; • Represents REGAL IR in meetings and conferences; and • Completes other tasks as assigned by the Chief of Party and Adeso where appropriate. • The position will require frequent travel to field location sites within the project area.
SKILLS AND QUALIFICATIONS:
• Master’s Degree in business administration, livelihoods, or related field is required; PhD preferred; • Minimum of ten years experience managing international economic development projects, including technical qualifications in a natural resource management related field, and project implementation in East Africa; • Minimum of 5 years experience of senior management experience on a USAID funded • project is desired, e.g. Technical Advisory level, senior management or similar role preferred; • Excellent understanding of food security and livelihoods programming ,especially agricultural based innovations and interventions that are appropriate for and beneficial to food insecure vulnerable communities and households; • Expertise in VC analysis, business planning and economic strengthening; • Experience in working with women and marginalized populations would be an advantage; • Demonstrated and proven record to working in a multidisciplinary team under changeable and complex circumstances; and • Previous work experience and knowledge of conditions in North Eastern Kenya or in the region.
