Job Group 'R'
Duties will include:
Policy implementation and interpretation on supply chain management;
Advising the Chief Officer, Finance, on matters pertaining to Supply Chain Management;
Providing guidance in overall supply chain management policy.
Issuing administrative guidelines on implementation and interpretation of the Public Procurement and Disposal Act and Relevant Regulations;
Introducing modern inventory management techniques and approaches;
Implementing e-government procurement strategies;
Interpreting international trade agreements/policies related to procurement;
Implementing inventory management information system;
Providing guidance on procurement policies and procedures;
Liaising with other sections on issues of procurement;
Providing overall guidance on contract design and management;
Providing guidance on disposal of County Government inventory and other assets;
Advising on quality assurance on goods, works and services;
Management, training and development of County Supply Chain Management personnel;
Ensuring the attainment of the objectives outlined in the Public Procurement and Disposal Act, 2005, including promotion of local industry economic development;
Ensuring compliance with the Values and Principles as outlined in Articles 10 and 232 of the Constitution of Kenya
Requirements:
Have served in job Group ‘P’ and above in the Public Service or in a comparable position in the Private Sector for a minimum period of 5 years;
Have a Post Graduate Diploma in Supplies Management or a Bachelor’s Degree in any of the following: Commerce, Business Administration, Economics, Procurement & Supplies Management, Marketing, Law, Engineering or the equivalent qualification from a recognized institution;
Have a Masters degree in any of the following: Procurement and Supplies Management, Logistics and Supply Chain Management, Business Administration, Commerce or other relevant field from a recognized university;
Have shown exemplary leadership qualities;
Be a member of relevant professional body and in good standing.
Have capacity to work under pressure to meet strict timelines.
Have ability to work in a multi-ethnic environment with sensitivity and respect for diversity
Satisfies the requirements of Chapter Six of the Constitution.
Demonstrate understanding and commitment to the values and principles as outlined in articles 10 and 232 of the Constitution of Kenya.
Be computer literate.
Remuneration:
Salary: Kshs. 109,089 – Kshs. 144,928 p.m.
House Allowance: Kshs. 20,000 p.m.
Other Allowances: Kshs. 16,000 p.m.
Terms of service: Permanent.
