Job Group 'R'
Duties will include:
Advising on all accounting matters;
Implementing Government accounting standards and policies;
Designing and developing County accounting systems;
Implementing and coordinating the budgeting process;
Ensuring budgetary control ;
Mobilising resources for funding the budgetary requirements of the County Government and putting in place mechanisms to raise revenue and resources.
Developing and ensuring the implementation of internal controls;
Maintaining the accounting systems and records;
Advising on the efficient use of financial resources and county assets
Maintaining the county’s books of accounts;
Preparing the financial statements including the Balance Sheet, Income and Expenditure and Cash Flows;
Preparing financial reports in line with County and National Governments’ requirements;
Supervising staff in the function;
Facilitating internal and external audit of the financial statements;
Undertaking capacity building for staff in the treasury (accounting) function;
Ensuring compliance with the Values and Principles as outlined in Articles 10 and 232 of the Constitution of Kenya.
Performing any other duties as may be assigned from time to time.
Requirements:
Have served in Job Group ‘P’ and above in the Public Service or in a comparable position in the Private Sector, for a minimum period of five (5) years
Have a Bachelor of Commerce (Finance, Accounting, Business Administration), Economics Degree or its equivalent.
Have MBA or MA in Economics degree or in any other relevant field from a recognized university.
Be registered with the Institute of Certified Public Accountants of Kenya (ICPAK) and in good standing.
Have shown exemplary leadership qualities.
Have capacity to work under pressure to meet strict timelines.
Have ability to work in a multi-ethnic environment with sensitivity and respect for diversity
Satisfies the requirements of Chapter Six of the Constitution.
Demonstrate understanding and commitment to the values and principles as outlined in articles 10 and 232 of the Constitution of Kenya.
Be computer literate.
Remuneration:
Salary: Kshs. 109,089 – Kshs. 144,928 p.m.
House Allowance: Kshs. 20,000 p.m.
Other Allowances: Kshs. 16,000 p.m.
Terms of service: Permanent.
