Background
ACTED is currently delivering a wide variety of humanitarian responses across Kenya and Somalia with an increasing number of intervention zones, bases and personnel to permit operations in complex ethno-political environments.
Duration:1,5 months commencing mid-February
Location:Nairobi, with multiple visits to areas of intervention in Kenya & Somalia
Remit of Consultancy
Revise Kenya and Somalia security plans
- Review of all current procedures and reporting mechanisms
- Risk assessment and consolidating/updating/drafting of SOPs
- Update movement processes - national and international
- Update Medevac processes
- Review security at all offices and equipment
- Develop detailed kidnapping SOP
- All other sections of the plan
Consolidating ACTED Kenya/Somalia Security staffing Structure
- Recruitment and induction of a national Security Coordinator
- Identify interdepartmental communication structures
Staff capacity building
- Departmental level training in Nairobi on new or updated approaches and structures
- Field level training on revised/new systems and at operations levels
- One to one training for ACTED’s Security Officer in Somalia
Strategic Planning
- Make recommendations and work plan for follow up security actions
Requirements
- Degree or higher in security studies, political science or other relevant discipline
- At least 5 years of work experience in security management role
- Specific sector experience of Somalia and Kenya
- Relevant consultancy experience
- Experience in capacity building within the sector
- Excellent written and verbal communication skills
- Good inter-personal skills, commitment and motivation
- Fluency in written and spoken English
- Willingness to travel to all ACTED field locations
