The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS, working in 15 countries and at over 5,500 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Today, because of the highly successful work of the Foundation and its partners, pediatric AIDS has been virtually eliminated in the United States. With a growing global staff of over 1,000—nine of 10 who work in the field—the Foundation’s global mission is to eliminate pediatric HIV and AIDS by implementing HIV prevention, care, and treatment programs; further advance innovative research; and to execute strategic and targeted global advocacy activities to bring dramatic change to the lives of millions of women, children, and families worldwide.
EGPAF Kenya is looking to recruit Program Manager – CIFF ACT INITIATIVE to be based in ****Nairobi.****
Job Summary
Reporting to the Director of Technical Services, Program Manager – CIFF ACT INITIATIVE will be responsible for overall program management including: National and County level coordination of ACT activities; capacity building and technical support to program staff across EGPAF supported sites implementing ACT activities; accountability for program key results areas, proactive stakeholder engagement (donors, counties, other EGPAF projects), program risk analysis/mitigation and program reporting.
Working in close collaboration with EGPAF Management Team, CIFF POC in Kenya, Lead IP POC, NASCOP, CDC and the CHMTs/SCHMTs, he/she is responsible for overseeing the overall strategic direction, implementation and quality of National Level, County Level and Site Level implementation of the ACT Initiative. He/she shall serve as the focal point for all CIFF funded activities on behalf of EGPAF/K.
He/she will provide technical guidance to EGPAF staff implementing ACT activities so as to ensure the key indicators and targets are met, ensuring that key deliverables/milestones to CIFF and CDC as outlined in the work-plan are met, and reported in a timely basis.
Key Responsibilities
National Level
- Provide support for National ACT Initiative activities under the leadership of NASCOP via provision of technical assistance and secretariat support to :
- National TWG and other high level stakeholder meetings
- Facilitate Support supervision activities by NASCOP
- National Level Performance stock taking meetings
- Ensure timely submission of reports on quarterly basis
- National Level Technical meetings including the dissemination of lessons learnt and best practises
County level
- In partnership with MOH/NASCOP, conduct entry meetings at County Government level to launch county target setting and work plan development
- Support TWG Meetings every 2 months to review service delivery indicators and progress on quality improvement initiatives
- Led by MOH, Support counties to conduct quarterly county/ sub-county supervision on progress toward 90:90:90 with special focus on pediatric services using the SIMs tool, KHQIF and ensure RDQA and RSQA are carried out
- Led by MOH and Regional County Coordinators, support counties/sub-counties to develop and update key indicator dashboards to monitor progress
- With MOH, IPs and Regional County Coordinators in each region, conduct inter-county benchmarking and peer review visits
Site Level (Homabay & Turkana Counties)
- Provide overall supervision to the Pediatric Technical Advisor and ensure ACT initiative is implemented in EGPAF supported counties and ensure ACT targets are achieved.
- Conduct periodic site visits in liaison with the project management team to provide feedback, monitor progress, address challenges, and build technical capacity of health care workers and project staff
Required Qualifications
- Medical Doctor with at least 5 years’ experience in HIV Programming. Master’s Degree in relevant field will be an added advantage
- Understanding and experience working with MoH structures will be preferred.
- Experience in managing USG funded programs and reporting requirements
