Finance Officer – Regional Office

Purpose of the function
To assist the regional office in financial data input, processing and analysis. This shall cover programme finances as well as operational finances for the regional office and any designated country office. For the time being this will include the Ethiopia country office but this may change with time. The Finance Officer shall advise the RFM on due dates for time bound tasks/responsibilities.

Result areas

  1. Regional financial administration
  2. To manage the logical data filing within Google Drive for regional finance related documents.
  3. To review the monthly payment lists from the country teams and consolidate them on monthly basis, for submission to HO.
  4. To review the quarterly project finance reports (Commitments, Transfers, Expenditure – CTE) from the country teams and consolidate them..
  5. To provide support in the process of partner budget reallocations and contract signing as approved at the regional office.
  6. To carry out special purpose field visits as may be needed.
  7. To represent the RO in designated regional finance matters, when the RFM is absent;
  8. To be responsible for all financial (cash and check) transactions and recordings and safekeeping of related documents;
  9. To be responsible for timely preparation of monthly finance reports and budget requests (quarterly, to be submitted to the RPM for review and approval;
  10. To be responsible for compliance with all bank requirements;
  11. To carry out any other special regional finance tasks as may arise from time to time.
Result: Sound financial systems in place and sound and timely financial reporting and planning.
  1. Country office administration & ICT (Ethiopia Country Office)
  2. In consultation with the country manager assume responsibility in day to day running of the office and office assets through use of operating systems and maintenance. Administer office budget/ inventory, payment of bills/ utilities and keep files/ databank up to date and ensure that reporting to regional office is done on time;
  3. To be responsible for monthly financial reports of the country office and to upkeep books as per guidelines of the regional office and requirements of national government;
  4. To ensure sound implementation and execution of all the administrative tasks for the country office;
  5. To ensure Terre des Hommes Netherlands (TdH) compliance to laws, regulations, and other statutory requirements of the government, its agencies and instrumentalities;
  6. To ensure consistency of the administrative management system in the country office according to standard operating procedures of TdH;
  7. To advise on appropriate administrative systems and procedures in the country office;
  8. To be responsible for safeguarding the organisation’s assets in close coordination with the country manager and the regional office;
  9. To be responsible with the country manager for security of office, staff and assets;
  10. To ensure contracts are made in line with the legal requirements in the country and duly signed by respective partners and the country manager and filed with regards to office operations as well as programmes of partners;
  11. To ensure sound data administration and ensure up to date software on computers;
  12. To frequently update the data system at the regional office and ensure all important documentation also available at the regional office.
  13. To carry out any other special country finance tasks as may arise from time to time.
Result: Sound day to day running of the country office based on rules and regulations and policies of TdH and improved quality of administration and ICT as well as documentation in the country office.
  1. Audit
  2. To review the yearly plan of audit schedules for partners from the country teams and consolidate these into one document
  3. To support in the selection process for auditors for partner audits;
  4. To keep track of progress of audits and ensure timely submission of draft and final reports
  5. To ensure maintenance of audit reports
  6. To assist the Operations Manager during the annual organizational audit as needed.
  7. To assist in office and project audits undertaken by the regional office or head office.
Result: Enhanced audit documentation and support.
Education, knowledge and experience
  • Academic qualification in relevant accounting or financial administration discipline, at least up to bachelor level
  • CPA Part Two (or equivalent)
  • Working knowledge of project accounting and administration
  • Minimum of 3 (three) years of relevant working experience
  • High level of ability in use of computers for data input, processing, analyzing and storage, including accounting software; working experience with Navision is an added advantage; .
  • Working knowledge accounting software; knowledge of Navision is an advantage;
  • Knowledge of working within Google Drive is an added advantage;
  • Social skills required for communication with external relations and colleagues, the acquisition of clarifications of data, reports and the solving of problems.
