1. Background
Since July 2014, HelpAge International has been implementing an emergency assistance to internally displaced older people in Juba, South Sudan mainly those in the UN House and Mahad (public school). HelpAge response includes distribution of Non Food Items (NFI) to older people, health care services, training and advocacy for the protection and the rights of older people.
HelpAge International is seeking the services of a film maker/director/videographer to produce a high quality documentary film on our interventions in South Sudan, capturing our contributions and the impact achieved over the year.
2. Objective of the assignment
To research, film and produce a creative and engaging documentary film highlighting the needs and challenges facing older people in South Sudan. The film should also showcase best practices and lessons of HelpAge’s work in protecting and promoting the rights and wellbeing of older people in South Sudan.
3. Scope of the assignment
- Define the content of the documentary under the guidance Program Manager and Regional Communication Coordinator
- In consultation with the country team and partners undertake the assessment of relevant existing material and resources within HelpAge
- Under the guidance of the country team, identify institutions and breakthrough activities to be filmed
- Produce a documentary film of15 minutes in length in English or with English sub tittles where needed
- Provide 50 copies of the documentary film on professionally labelled and packaged DVD. The label design must be approved by HelpAge.
4. Deliverables
- Detailed production and post production schedule
- draft script, including proposed interview questions for the documentary film
- First cut of the documentary on DVD for review and comments
- Finalised draft documentary for clearance at most five(5)working days from receipt of initial comments
- Final 15 minutes documentary film in broadcast quality DVD and web upload version three (3) working days from receipt of final comments and clearance.
- master of all interviews and other footage shot for the documentary on high quality DVD
5. Required Experience
The participating firm should be recognised film Production Company in Kenya or South Sudan with demonstrated high level of competency and experience in producing similar products, particularly for international organizations. Experience working in South Sudan is an added advantage
6. Time Frame
The selected company must be able to start working on the assignment immediately upon signing of the contract and deliver final cleared product maximum 6 weeks from start of contract
7. Evaluation Criteria
Technical proposals will be evaluated based on the following criteria:
- expertise of firm / Organization, DVD samples or links of previous works of similar nature as well as full list of productions completed and in process
- Proposed Methodology, Approach and Implementation Plan proposed time frame for pre production/post production)
- CVs of key personnel and crew to be used on the assignment
8. Ownership
The edited documentary film as well as all footage filmed for this assignment is the sole property of HelpAge The selected company’s name and logo shall only be acknowledged in the closing credits under ‘Production and Post Production by’.

Please note that travel and accommodation arrangements will be made by HelpAge therefore they should not be include in the financial proposal.
