The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS, working in 15 countries and at over 5,500 sites around the world to prevent the transmission of HIV to children, and to help those already infected. EGPAF Kenya is looking to recruit Grants Managerto be based in Nairobi.
Job Summary
Reporting to the Associate Director Of Operations, the Grants Manager will be responsible for the provision of contracts and grants support to EGPAF’s country program in Kenya and ensure compliance with the terms and conditions of the Foundation’s awards, applicable federal cost and administrative principles, and the Foundation’s internal policies.
In partnership with the Operations team, Senior Project Management and the Capacity Building Coordinator, will also assess and enhance the compliance of the grantees with Foundation’s global and country-specific policies and procedures, Donor rules and regulations, and host country laws.
In partnership with the above teams, will identify compliance gaps, analyze the causes of gaps, and work with grantee staff and management to build capacity, enhance general awareness of compliance issues, and assist with the development of action plans that address gaps and strengthen internal controls, systems, and procedures in an efficient manner.
Key Responsibilities
- Oversee the daily contracts and grants operations and provide contracts, grants, and compliance support and guidance to the Kenya office and sub-grantee staff.
- Develop and implement contracts and sub-grant management and administrative procedures for the Kenya country office.
- Recruit, train, & manage performance of contract/grants staff
- Maintain contracts/grants information management systems (CGIS), including filing, archiving, organization, and dissemination of contracts/grants information for country and head-quarter’s staff.
- Coordinate the review and evaluation of sub-grantee applications and proposals
- Lead the sub-grantee pre-award assessment and budget review process
- Oversee the negotiation of contract and sub-grant terms and conditions and prepare contract and sub-grant award documents.
- Monitor contractor and grantee performance to ensure compliance with the terms and conditions of award including review of financial status reports.
- Prepare grantee requests for necessary award approvals and waivers.
- Monitor sub-grantee expenditures against budget and program performance in conjunction with activity managers
- Ensure annual risk reassessment exercises are done for all grantees and that capacity strengthening efforts are tailored to individual grantee needs and assessed risk
- Ensure the grantee monitoring & support SOP is fully administered and adhered to at all times with relevant communication to senior management on identified gaps as per the escalation matrix
- Manage the sub-grant and contract closeout processes
- Ensures systems are in place to ensure proper reporting of violations or potential violations to appropriate individuals – champions and provides training on the Foundation’s Whistleblower policy.
- Other duties as assigned from time to time
Required Qualifications
- Advanced university degree in relevant field of study (such as accounting or business).
- Minimum 5 years’ experience in one or more of the following areas: grants management, contract management, finance and accounting.
- Experience with managing USG funding is required; experience with managing other major international donor funds and working with an international non-profit/non-governmental organization (NGO) preferred.
- Ability to be self-directed and self-motivated and a team player.
- Excellent organizational skills and detail-oriented.
- Demonstrate ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.
- Strong computer skills - adept at spreadsheet, internet, word processing, and email software.
- Ability to think logically and apply laws/regulations and Foundation’s policies and procedures in a variety of situations.
- Ability to edit and write clearly and concisely in a business environment.
