Columbia Global Centers | Africa is part of Columbia University’s global network of centers, which together aim to create opportunities in research, scholarship and teaching around the world, and expand Columbia's mission as a global university. Established in Nairobi in 2011, CGC Africa links the continent to Columbia’s scientific rigor, technological innovation, and academic leadership. It provides Columbia students and academics with a base from which to conduct research in and for Africa, in disciplines including sustainable development, urban planning and climate change. The Centre also contributes to the fight against poverty under the umbrella of the Millennium Development Goals, and works closely with policy makers, governments, and regional and African institutions, providing them with objective, science-based advice. The Center invites applications from suitably qualified candidates to fill the position of Administrative Manager.
Purpose of role:
Working with and reporting to the Director of the Columbia Global Centers | Africa, the Administrative Manager is responsible for managing the Procurement,security and Protocol functions to ensure operational efficiency and cost effectiveness in provision of services to staff and projects hosted by CGC.
Duties and Responsibilities:
- Managing the service units (Procurement, protocol and security) by evaluating needs and risks, managing the planning process for the various functions, ensuring appropriateness of policies, fostering continuous improvement and innovation and interfacing with internal and external stakeholders.
- Advise and implement policies and procedures.
- Managing the procurement of goods and services according to the processes and procedures provided for in the CGC procurement manual.
- Managing service delivery from the various units by setting standards, ensuring compliance, reviewing processes, seeking feedback from clients, solving problems and managing external providers.
- Procurement secretary to the procurement committee
- Managing and supervising the procurement support team.
- Liaison with Government of Kenya ministries for implementing the Host Country Agreement (Ministry of Foreign Affairs, Immigration Department) and Kenya Revenue Authority specifically: • Responsible for all protocol issues related to the Ministry of Foreign Affairs, including submission of all documents for various approvals to the Ministry of Foreign Affairs as well as other government departments • Keep records of all applications and approvals for service contracts • Advice the relevant staff of any changes in processes in the various government departments • Responsible for getting VISAs/work permits for relevant staff • Facilitate approval process of all VAT applications at both the Ministry of Foreign Affairs (MFA) and Kenya Revenue Authority (KRA) • Assist with airport protocol details • Perform any other protocol assignments requested by the Director
- Ensuring proper security measures are in place to safeguard the property and assets of CGC and to mitigate exposure to security risks to CGC.
- Managing the outsourced security team
Requirements • A minimum of a Bachelor’s degree in Business, Management, Commerce or any related field. • A Master’s degree (MPA, MBA) is preferred/an added advantage • At least 5 years relevant work experience in Procurement and protocol • Excellent interpersonal and communication skills • Excellent planning and organizational skills • Client and service oriented • Demonstrated leadership abilities • Good people management skills • Innovative problem-solving • Self-motivated with sound judgment and sensitivity to cultural diversity • Experience in any Management Information Systems • Work experience in a multi-cultural setting.
