Monitoring and Evaluation Officer

Location: Bungoma, Kenya
Full time, fixed term contract from July 2015 – December 2018
Salary: commensurate with experience
Options is seeking a Monitoring and Evaluation (M&E) Officer to support its Maternal and Neonatal Health Improvement (MANI) Project. This programme contributes to and delivers DFID Kenya’s commitment to provide skilled birth attendance to an additional 15,000 women by 2015 and a total of 95,000 by end of 2018. It complements other areas of DFID health sector support in Kenya including the Kenya Health Programme, which provides health policy and systems strengthening support at national level, malaria, family planning, reproductive health social marketing, and DFID Kenya’s Adolescent Girls Initiative.
The M&E Officer will primarily be responsible for supporting project M&E activities. Key roles will include: preparing project data for reporting to DFID and providing M&E support to project staff to help provide real time and user friendly data to monitor activities and adjust as necessary to achieve better results. The Officer will also be responsible for the implementation of Quality Institutional Care (QuIC). As a secondary role, the Officer will also support the Evidence Adviser with capacity building of government M&E staff, as required.
Main Duties:
Primary Role:
  • Maintain the project database (project management information system) to ensure it remains up-to-date for timely project reporting to DFID
  • Coordinate QUIC data collection and dissemination for action
  • Support project staff in monitoring their activities and ensuring they are able to report the necessary information for the logframe and understand where they may need to make adjustments to their activities to strengthen the impact.
  • Maintain excel based data dashboards (tables and charts) for internal data use by the project team
  • Provide real time data summaries to the project technical advisors as required from time to time
  • Extract maternal and newborn health (MNH) data from DHIS,validate and clean the data before producing summaries for project reporting
  • Maintain effective filing system for records at the MANI project office
Secondary role:
The Officer will be required to support the Evidence Adviser in regards to supporting Government M&E. This will include:
  • Assisting in capacity building activities (support supervision, mentorship and on-the-job training) for government staff
  • Conduct and disseminate Routine Data Quality Assessment (DQA)for action
  • Promote data use for decision making by participating in quarterly data review forums and promoting use of talking walls at facility, sub-county and county level
  • Coordinating quarterly data review meetings at community, facility, sub-county and county level.
  • Mentor government health workers on use of DHIS for improved reporting
  • Supporting the MoH to maintain an up-to-date Master Health Facility List
  • Supporting the MoH with population projection statistics
Any other duties that may be assigned by the Evidence Adviser
Person Specification
Qualifications
  • Bachelor’s degree in a related field (e.g. Social Sciences, Statistics, Health Sciences, Information Technology, Public Health, Epidemiology, Demography)
  • Master’s degree in a related field
Experience
  • Good understanding of data management and analysis using Excel, SPSS or STATA
  • Experience of working in the health sector (ideally in maternal and newborn health)
  • Prior experience working in programme M&E
  • Experience of reporting to donors
  • Experience of working with government (e.g. strengthening management information systems (MIS) at National or county level)
Knowledge and Skills
  • Computer proficiency in MS Office (Word, Access, Excel and PowerPoint)
  • Attention to detail and accuracy in data management and reporting
  • Strong time management, planning, organizational, interpersonal and communication skills
  • Committed to producing high quality work
  • Good report writing skills
  • Good written skills in Swahili and English; Fluent in Swahili and English
