WUSC is seeking qualified candidates for a Evaluation Advisor for the Kenya Equity in Education Program (KEEP) - a DFID funded girl’s education project in northern Kenya.
Summary of the Project:
The Kenya Equity in Education Project (KEEP) is funded by UKAID through a unique thematic fund known as the Girls Education Challenge (GEC). The project began in March 2013 and will be completed in March 2017. The project completed a lengthy baseline study in December 2013 and project implementation began in January 2014. The project is now almost mid-way through the project cycle and we are beginning to prepare for the mid-line evaluation. The KEEP mid-line evaluation is scheduled to be completed by January 2016 and the endline will be completed by January 2017.
The goal of the project is to improve the life chances of marginalized girls and boys in Northern Kenya, by improving the access and quality of education in four communities: Dadaab refugee camps (Ifo, Hagadera and Dagahaley), Dadaab host communities (Fafi, Wajir South and Dadaab), Kakuma refugee camps (I, 2 and 3) and Turkana West host communities. It will achieve this through improved enrolment, retention and performance of 22,616 marginalised girls in primary and secondary schools in northern Kenya. The project also intends to reach 32,531 boys as indirect beneficiaries of the project.
General Duties
The Management Team is seeking a senior level consultant to advise and assist with the planning and design of the project’s internal mid- and end-line evaluations, which will run concurrently with the external evaluation processes. For this reason, this work must be closely coordinated with the external evaluation.
Scope of Work
- Develop quantitative and qualitative research methodologies and tools
- Provide technical and research advice to support the planning of the mid-line evaluation process
- Plan and design appropriate research methods and instruments which collect high quality data Provide input to modify the school survey instrument and the data collection process
- Strengthen data collection systems in a context of highly marginalized beneficiary groups including refugees, illiterate groups and minors.
- Develop framework for analyzing results including the ability to disaggregate data to desired levels (gender, location, etc.) for interpretation of qualitative and quantitative datasets.
- Ensure quality and integrity of data, making recommendations for managing limitations and constraints
- Recommend adjustments to project indicators which might improve clarity or ability to measure progress at the output and outcome levels
Qualifications – skills and experience of all candidates
- A masters or PhD in a relevant discipline from a recognized university or educational institution
- A minimum of 10 years of experience working in education and social science research in the context of international development
- Quantitative and qualitative analysis skills
- Knowledge of international education, national education systems, education outcomes & issues in sub-Saharan Africa, Kenya in particular
- Experience in designing and developing evaluation plans for education projects including methods, instruments, data collection and analysis
- Experience with evaluation of education projects, including measurement of education-specific outcomes i.e. retention and learning Experience working with highly marginalized groups and/or refugee contexts
