DEPUTY RECO/TELOCO (DRECO TELOCO)

GENERAL CONTEXT
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, sex, religion, creed or political affiliation.
The MSF movement is built around five operational directorates supported by 23 sections and offices worldwide. MSF OCBA is one of those directorates. The operations are implemented by 41 field teams and 20 mission coordination teams and organizational units based in Barcelona, Athens, Nairobi and Buenos Aires. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations.
GENERAL OBJECTIVE AND JOB ENVIROMENT
As highlighted in MSF OCBA’s strategic Plan for 2014-2017 OCBA aims to maximise our emergency response capacity in insecure environments. The DRECO TELOCO will be the focal person for assuring the missions are competent and capable to work in its emergency projects and supporting the missions’ logistics needs. The position requires significant emergency response experience and also competency in preparing and working in violent settings plus be capable to manage the Logisitics within the Operational Cell. The DRECO TELOCO is supervising aLogistics Support Officer.
The DRECO TELOCO is a full member of the Operational cell based in Nairobi and as such s/he has direct operational accountability and output. S/he works closely with the head of the Operational Cell (RECO), the health advisor (TESACO who is also taking on Deputy RECO responsibilities for regular programming), the Logistic Coordinators and the country directors (Heads of Missions). S/he also belongs to the Logistics department. The DRECO TELOCO reports hierarchically to the Head of the Operational Cell (RECO) and functionally to the Head of Operational Logistics.
The position requires frequent travel to the field (up to 40% of the time at short notice).
MAIN RESPONSABILITIES
  1. Provide strategic and technical support to field teams for emergencies
1.1. Collaborate with and give technical support to the teams in the field in all phases of emergencies (surveillance, preparation, design of project proposal, planning and budgeting, monitoring and evaluation, project re-orientation, reporting expansion or closure).
1.2. Ensure that the field teams have undertaken appropriate security management, this will include be the focal person on training for security in the Operational cell. 1.3. Define and support the Mission emergency response team (SSERT and NDER), ensuring it aligned with Operations Dept’s objectives.
2. Provide strategic and technical support to field teams for Logistics
2.1. Collaborate with and give technical support to the teams in the field in all phases of the project cycle (design of project proposal, planning, monitoring and evaluation, project re-orientation, expansion or closure), for regular, exploratory, and emergency missions.
2.2. Define and justify the logistic strategy of the projects within portfolio, ensuring it aligned with both Operations and Logistics Dept’s objectives.
2.3. Support missions with logistics advice when drafting the annual planning of the projects, in close collaboration with the rest of the members of his/her cell and the support of the Logistics department.
2.4. Provide logistical technical support to the assigned portfolio, taking into account operational orientations and the input from support services.
3.Supervise and support implementation of policies and plans
3.1. Ensure that the Organisation’s Logistical and ITC principles, guidelines, and policies are implemented, as well as the recommendations mentioned in the different logistical evaluations. Identify report on and defend situations in which their implementation is not viable or may hinder the achievement of operational objectives.
3.2. Contribute to implementation of the annual operational plan in the projects within portfolio, according to Logistical and ITC policies.
4.Ensure appropriate procurement, monitoring and management of logistical resources
4.1. Transmit missions’ logistical resources requirements to LogOps, making sure they are pertinent, to ensure appropriate procurement of resources to missions.
4.2. Monitor the supply chain management in the field together with the Logistics Coordinator and ensure they are aligned to OCBA supply policies and strategies.
4.3. Ensure that emergency stocks in the missions are consistent with the EPP (Emergency Preparedness Plan) jointly with Technical Referents.
5.Follow up projects and support reporting
5.1. Ensure timely and accurate logistical reporting is submitted by missions to analyse the fulfilment of operational and logistics objectives, and feed LogOps’ monitoring and analyses.
5.2. Follow up, jointly with the Technical Referents, the logistical content of the projects through field visits and technical reports.
5.3. In the case of need, support the logistical teams in the field when drafting the technical parts of reports for donors, ratifying them with his/her RECO before submitting them to the corresponding donors.
6.Participate insecurity management
6.1.Ensure that logistics adjustments are coherent with the Security Guidelines in the mission.
6.2. Sparring & contrasting with RECO on security management and the consequences on applied practical security measures. 6.3. Follow up that the agreed practical security measures are implemented in the field in the necessary time frame.
7. Participate in HR processes and training
7.1. Collaborate with the REHUCO in reviewing and approving descriptions of field positions, based on job profiles.
7.2. Collaborate with HR in the assignment of field positions.
7.3. Participate in the support and give input on the development of LogCos when required.
7.4. Carry out technical briefings and debriefings of logistics professionals in his/her cell, involving Technical Referents when needed, and identify individual training needs.
7.5. Ensure that logistical teams receive technical and methodological information through briefings, specific sessions, coordinators’ weeks, technical publications, etc.
7.6. Participate in internal and (exceptionally) external courses/information sessions imparted by MSFE/OCBA in agreement with his/her corresponding RECO.
8.Contribute to his/her Operational Cell
8.1. Be globally acquainted with all the projects of the Operational Cell as well as the following up their evolution.
8.2. Represent the Cell during field visits. 8.3. Actively participate in decision-making processes within his/her Cell.
9. Others
9.1. Manage the communication channels with the teams in the field and /or the Logistics Department, for issues that affect assigned portfolio.
9.2. Consult support services for sparring and as technical content providers when needed.
9.3. Participate in the logistics on-call process in HQ.
9.4. Ensure that knowledge management policies are implemented at his/her level of responsibility
9.5. Participate in the accountability transversal processes at his/her level of responsibility.

SELECTION CRITERIA

Education and experience
· Previous experience humanitarian emergencies, whether in MSF or externally, is essential (anticipated to be greater than 10 years).
· Previous operational management experience in insecure contexts, whether in MSF (Field Coordinator or higher) or externally, is an essential
· Graduate degree in a logistic, management or engineering field is essential.
· Relevant post graduate degree in either a humanitarian or logistics field is recommended.
· Specific training in security management is recommended.
· Strong analytical and advisory skills
· Ability to translate complex contexts and summarize the core elements into analysis with clear conclusions and recommendations
· Ability to understand medical data and epidemiological analysis
· Proven excellence in English (published reports, position papers, media work etc)
· Other languages would be considered as an asset (e.g. Arabic and French)
