Global Quality and Accountability Manager

****Summary:****
DanChurchAid, Save the Children and Keystone Accountability are embarking on an exciting new Global Quality and Accountability Project, and we need youto manage it. We have a serious commitment to quality and accountability for disaster affected populations, and we mean it. That’s why we plan to roll out the Core Humanitarian Standard in 3 regions through inter-agency networks of learning and accountability, funded by ECHO’s Enhanced Response Capacity budget line.
But we want to go further; rather than just promote the Standard, we think it’s crucial to understand if, and how, really makes a difference for conflict and disaster-affected people. So we’ll be testing the effectiveness of the standard from theirperspectives through an innovative Ground Truthing effort to hear their voices.
This is an ambitious project, and an important role. The ideal manager will be at the centre of the efforts in four countries (currently including South Sudan, Mali, Syria and Nepal), leading Save the Children and DCA to develop local communities of practice in the use of the Core Humanitarian Standard, and then driving the process with dynamic leadership and management capacities.
The job includes:
  • Project management responsibility, including budget responsibility (over 750,000 EUR)
  • Leadership of several individuals in both organisations, in at least 4 countries
  • Managing change and driving learning and innovation
  • Making a difference in the respective countries, so that aid is not just delivered ‘business as usual.’
We need an experienced Manager with an outgoing, dynamic personality who has relevant field experience and some knowledge of quality and accountability standards.
The Coordinator will be based in Nairobi, from where he/she will be the key person in charge of the project, with frequent travel to field locations- He/she will refer to DanChurchAid’s Humanitarian Response Unit at DCA HQ in Copenhagen, as well as to consortium members, and will represent the project on behalf of all partner organizations as well. The project will be implemented over 18 months starting from September 2015.
This job is a chance to work in a Global role with a range of leading stakeholders, and to help shape the future of aid. The successful candidate is a good manager, but also a dynamic leader. You’ll be the key manager of this project, supported by remote line management and given a lot of room to shape the vision of the project.
****Main responsibilities:****
  1. Lead and coordinate project implementation according to agreement(s) with the donor(s)
  2. Develop work plans, budgets, monitoring frameworks and coordination structures for the project
  3. Chair project coordination meetings with partners; ensure coordinated and joint implementation
  4. Lead project planning, including field deployment of consultants and partner staff
  5. Ensure quality of consultant input and effective knowledge management of project activities and results
  6. Establish internal reporting structures; and synthesize inputs to donor reports
  7. Develop training materials on quality and accountability, aligned with the Core Humanitarian Standard, together with others
  8. Establish focal points and Q&A working groups in four countries; other INGOs have agreed to lead these groups
  9. Train partners in selected countries on quality and accountability
  10. Represent DCA and the project in donor relations and other relevant meetings
****We are looking for a candidate with:****
  • A relevant University Degree (social science, political science, management or related fields).
  • A minimum of 5 – 7 years of relevant experience in humanitarian assistance, including some experience in the field(s) of management of capacity building projects in humanitarian assistance; data collection and reporting in humanitarian operations; training development and facilitation; advocacy and communications
  • Good knowledge of international humanitarian accountability systems (HAP/Sphere/People in Aid/Core Humanitarian Standard) and the ability to develop training material and field data collection methodologies linked to such systems
  • Good communication and interpersonal skills; fluency in English required; knowledge of French and/or Arabic an advantage; ability to work with people from different cultures and backgrounds; ability to represent DCA and the project professionally in external relations
  • Strong organization and coordination skills; ability to work independently and coordinate with manager(s), colleagues and partners to build shared commitments to the project; Flexibility and creativity to adjust to challenges and opportunities
****DCA offers****
  • A 19 month contract from September 2015.
  • A competitive salary package with a non-family, expatriate contract (housing included), with compensation determined based on the level of education and experience.
