Programme Officer (Resilience Coordinator including Cash Based Interventions) P-4

Organizational Setting
This position is located in FAO Somalia’s Office in Nairobi, Kenya and the incumbent will be responsible for managing FAO Somalia’s resilience programme under the Country Programme Framework (CPF), including the coordination of FAO’s Cash Based Interventions in Somalia.
The Programme Officer works in in close coordination with the technical units and relevant heads of sectors and with the Food Security and Agriculture and Livelihood Cluster Coordinators. He /she also liaises with UNICEF and WFP on the Joint Resilience Strategy.
Reporting Lines
The Programme Officer reports to the Senior Programme Officer.
Key Results
Develop and manage FAO Somalia’s response in building and enhancing the resilience of households and communities to shocks in Somalia, and design cash based schemes to respond to specific objectives set by sectors.
Key Functions
· Supervises and coordinates the work of international and national and national staff of the joint Resilience and Cash Based-Interventions team;
· Leads the conceptual development and operationalization of the FAO Somalia Resilience Programme;
· Coordinates the planning, implementation and reporting amongst the FAO technical sector teams (agriculture, livestock, and fisheries) which are responsible for the sectorial activities on the ground which together make up the resilience programme;
· Leads the technical evaluation of tenders and invitations to bid for the selection of implementing partners/service providers involved in the implementation of cash-based interventions and resilience activities in Somalia;
· Oversees the technical, administrative and operational aspects of emergency cash-based interventions for Somalia. e.g. budgetary monitoring of approved field expenditures, approval of letters of agreement and payments slips for funds reimbursement to money transfer agents, monitoring of cash-based interventions and internal control mechanisms in Somalia and documentation including inter-alia the cycle of vouchers used In cash-based activities/ interventions.
· Liaises with main stakeholders in the implementation of cash-based interventions and resilience activities in Somalia/ FAO implementing partners;
· Contributes to FAO Somalia programme development and fund raising efforts and actively engages with donor/partner contacts on Resilience and cash based intervention programmes and activities.
· Designs cash-based schemes to respond to specific objectives set by FAO Somalia technical sectors and advises the Food Security Cluster on cash-based interventions in Somalia;
· Leads the policy dialogue on resilience in close collaboration with partners and donors ;
· Leads the collaboration with UNICEF and WFP for the successful implementation of the Joint Resilience Strategy and ensure close coordination of agencies’ field activities;
· Coordinates with UN agencies and other relevant actors to integrate FAO·Ied cash-based interventions with theirs and best complement on a geographical point of view;
· Contributes to the formulation of emergency and rehabilitation interventions project documents, briefs, reports and official correspondence as far as cash-based interventions and resilience are concerned, as well as to reports for donors supporting FAO cash for work and resilience programmes in Somalia;
· Supports the training of FAO Somalia staff on cash-based interventions and resilience and works with the IT Unit toward the progressive digitalization of FAO workflow and related documentation for cash-based interventions and resilience activities;
· Monitors and evaluates on-going interventions and activities in close collaboration with the M&E Unit.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
· Advanced university degree in business administration, agricultural development, economics, social science or a related field, with a focus on resilience, food security or related area
· Seven years of relevant experience in project or programme management, including in the field of food security, nutrition and resilience programming in developing countries, and at least two years of field experience in the design, management and/or monitoring of cash-based interventions
· Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian

Technical/Functional Skills
· Work experience in more than one location or area of work, particularly in field locations is desirable
· Extent and relevance of knowledge and experience in the design and implementation of conditional and/or unconditional cash-based intervention mechanisms in humanitarian contexts/complex emergencies
· Extent and relevance of experience in developing and delivering projects related to food security and nutrition as well as resilience building and disaster risk management
· Extent and relevance of experience in liaising/coordinating with multiple partners including NGOs
· Good understanding of international humanitarian architecture and respective roles of participating members
· Demonstrated ability to analyse and synthesize data from multiple sources as the basis for technical and policy advice
· Experience working in the Horn of Africa will be considered as an advantage
