CCM (Comitato Collaborazione Medica) is an Italian NGO operating in Burundi, Ethiopia, Kenya, Mali, South Sudan, and Somalia and implementing a variety of health-related projects.
In May 2014 CCM launched with LVIA (partner and leader of the intervention) a project funded by the Italian Cooperation in Isiolo County (Kenya), and aimed to improve the local communities’ health and sanitary conditions in a rural environment. The sanitary component regards the supply of support and technical assistance to the local authorities in the improvement of preventive and curative services ‘quality and accessibility for 15 primary healthcare structures (3 health centres and 12 medical dispensaries), with a particular focus on mothers and children health. The project seeks to solve the following issues: (i) the use of staff with inappropriate or insufficient skills to provide quality services, (ii) the lack of basic equipments and essential drugs and (iii) the institutions limited capacities in terms of supervision, coordination and management of the local healthcare system. Furthermore, local communities are quite unaware of the importance of adopting proper health and hygiene habits and unaccustomed to benefiting from available services. Therefore, prevention activities must be strengthened and a greater access to health services must be promoted. The project main partner is the County Ministry of Public Health and Hygiene (MoPHS).
LVIA, consortium leader, is responsible for overall coordination of the initiative and, water and sanitation services supply management. CCM is responsible for insuring efficient and effective relationships between the above-mentioned intervention’s health actors.

Health activities coordinator’s obligations ans responsibilities
The health activities coordinator:
- Will be in charge of health care and technical activities punctual and effective organization and monitoring, in compliance with the Kenyan’s government health sector’s guidelines and protocol;
- Will have to ensure a rigorous technical coordination with LVIA’s Project Manager, with the Country Representative and the regional CCM Health Advisor, in order to guarantee the coherence of the action with the other members of the project as well as the compliance with rules/procedures indicated in the contract signed with the donor, and in the partnership agreement between CCM and LVIA (ex : visibility, documentation, monitoring and evaluation);
- Will have to maintain/empower the relationships with the local authorities involved in the intervention (the County and Region health authorities ), by promoting their active contribution to the project’s activities;
- Under the CCM Country Representative supervision, he/she will have to coordinate, support and evaluate (and recruit if needed) the local staff of the project health component, with technical assistance (PHC Supervisors) or logistical (support staff) function;
- Will have to facilitate and accompany the field technical missions managed by CCM staff or volunteers (ex. Country Representative, Desk, volunteer doctors, etc.), while guaranteeing their safety in programme intervention areas;
- Will be in charge of:
- The management of the project budget entrusted to the CCM, which includes: (i) the handling of the cash in the field, (ii) the preparation of monthly notes, (iii)the budget follow-up wording, (iv) the financial programming and monthly request for fund transfer, (iv) the support to the Country Administrator in drafting financial reports in accordance with the donor guidelines and the partnership agreement with LVIA, (v)the reports management along with local bank operators;
- The quarterly and monthly CCM activity programming, according to the organization internal processes and, in coordination with LVIA;
- The regular update on the project development, through: (i) the drafting of monthly notes to discuss with the CCM Country Representative, (ii) the production of quarterly narrative forms, as requested by the CCM procedure and the agreements with LVIA and the donor (iii) the quarterly collect, analyse, and sharing, with the CCM Health Advisor, of health data for the project indicators; (iv) the production of any other needed/requested document (ex. Meeting minutes, mission reports, etc.);
- The timely updating of the project partner (LVIA) and the CCM Country Representative about any potential variation that could compromise the achievement of contractual objectives and/or the workforce management and/or the CCM presence and good name in the country;
- The analysis and review of the experiences acquired during the project, in order to learn from them.
- Will participate to the sanitary needs analysis in the area of intervention, and, if needed, in some other regions of the country, to identify the possible actions and develop new project proposals.
Particularly, he or she will have to:
- Coordinate the project sanitary staff (3 primary health care supervisors), constantly verifying the activity and giving them policy orientation in order to improve their services. Moreover, he/she will have to support the primary healthcare services supervisors, transferring this supervision on the supported health facilities and providing to the staff involved a technical support (clinical/medical);
- Develop, under the CCM Health Advisor supervision, theoretical and practical training modules, produced with the support of international experts, in order to improve the primary healthcare services quality and to provide a technical support to the health staff employed in the 15 healthcare centres involved in the project;
- Coordinate the medicines and equipments supply/distribution of the 15 healthcare centres supported by the project;
- Supervise the organisation of health and hygiene education sessions in the schools and other structures, in cooperation with all actors involved (ex. Teachers, school runners, health centre directors, community health committees, religious leaders, etc.);
- Strengthen the 15 health committees capacities, promote and monitor their activity, which regards health inspection and, health and hygiene promotion in the covered area;
- Ensure the timely preparation and presentation of the technical and narrative reports for the CCM office in Nairobi, as stipulated in the CCM guidelines and in the agreements signed with LVIA and the donor;
- Support the CCM director with the preparation of (i) the project financial reports, (ii) the project annual budget, (iii) the possible variations, when requested, and (iv) every other administrative-accounting documentation if required;
- Determine, on the basis of the expected results and associated indicators, the Monitoring and Evaluation Framework and ensure the monthly data gathering.
Candidate’s profile
Requirements
- Relevant academic background (compulsory for all candidates):
- Bachelor’s Degree in Medicine or in a Sanitation University (Nursing, Obstetric, Pharmaceutical, Biological sciences...), preferably followed by a Master’s Degree in Cooperation and development;
- Or, Bachelor’s Degree in Development Economics or equivalent (Political Science, Cooperation and development, etc.), preferably followed by a Master’s Degree in Public Health;
- At least 3 years of significant experience in health project coordination/realisation within international NGO settled in developing countries;
- Demonstrated ability in : (i) human resource management, (ii) financial resources and assets administration, (iii) planning, activity organization and monitoring, (iv) production of technical and narrative reports;
- Strong technical knowledge of the Project Cycle Management (including the preparation of project proposal, use of management and monitoring instruments, timetable and fiscal plan revision);
- Excellent communication skills, especially regarding the relationships with national and international partners;
- Demonstrated ability to work in a multidisciplinary team;
- Demonstrated ability to organize work focusing on results achieving;
- Ability to work under pressure, to meet the deadline set and to manage complex situations;
- Excellent knowledge of the Microsoft Office pack;
- Excellent knowledge of English language, both written and spoken;
- Excellent knowledge of Italian language, both written and spoken (The Italian nationality is an absolute condition imposed by the donor)
Furthermore it would be desirable for candidates to have:
- Master’s Degree in Public Health or similar (maternal and child health, reproductive health);
- Previous knowledge of Kenya, in particular, on health sector;
- Previous experience in Italian cooperation for development projects management (MAE projects);
