MATERNAL AND PERINATAL DEATH REVIEW, SURVEILLANCE AND RESPONSE CONSULTANT

CONSULTANT TO ADAPT TRAINING MATERIALS FOR MATERNAL AND PERINATAL DEATH REVIEW, SURVEILLANCE AND RESPONSE (MPDSR) FOR MANI PROJECT, KENYA
Location: Bungoma County
Duration of assignment: 15 days
Background
Options Consultancy Services Limited (Options), a subsidiary of Marie Stopes International was established in 1992 and is a leading provider of technical and management expertise in the health and social sectors. The UK, Department for International Development (DFID) funded Maternal and Newborn Health Improvement (MANI) Project in Bungoma County, Kenya is being led by Options within a consortium of six additional partners (IHPMR, CARE International, AMREF Kenya, Population Council, and MannionDaniels). The project is funded for three years (2015 to 2018) with the aim of increasing access to and utilization of quality maternal and newborn health services in Bungoma County to reduce maternal and neonatal mortality. Key project initiatives include: behavior change communication, health systems strengthening, health care financing, health management information systems, quality improvement initiatives, maternal and perinatal death review, surveillance and response and the County Innovative Challenge Fund.
Maternal and Perinatal Death Review, Surveillance and Response(MPDSR)
National Maternal and Perinatal Death Review (MPDR) guidelines were developed in 2004 following recommendations from the Safe Motherhood Technical Working Group. A National Committee on Maternal and Perinatal Death Reviews was established, but is not active. This committee is tasked with making recommendations to improve maternal and child health, based on the maternal and perinatal death reviews and confidential inquiries at district, regional and national level. To align the MPDR guidelines to international standards and World Health Organisation (WHO) recommendations, the Ministry of Health, with the support of partners, is in the process of reviewing the national guidelines to convert to a Maternal and Perinatal Death Review, Surveillance and Response (MPDSR) that incorporates community-based maternal verbal autopsies; facility-based maternal and perinatal death reviews (MPDRs); confidential enquiries into maternal deaths, near miss and clinical audits. Implementing recommendations from reviewing the MPDSR tools should help to prevent maternal and newborn deaths in the future through improvements in quality of care. The MPDSR will also contribute to improved use of data for decision making, both at the facility, sub-county and county level.
In Bungoma County, Liverpool School of Tropical Medicine (LSTM) has already trained 17 health care workers on maternal death reviews (MDRs), with a plan to later train these staff on perinatal death reviews. This approach has placed more emphasis on the review of maternal deaths and perinatal deaths are currently being overlooked. Furthermore, MDR committees have only been meeting when a death occurs rather than on a regular basis; fail to implement clear action plans and no continuous surveillance is being implemented. The MANI Project is conducting a five day MPDSR training course for health professionals in Bungoma County in July 2015. They are seeking to recruit a consultant to review the MPDSR training materials and adapt them to produce a five day training package that covers both maternal and perinatal deaths, emphasizes the link between MPDSR and quality improvement, and explains the monitoring and evaluation aspects of the MPDSR (including data collection, reporting tools and how to upload the data into DHIS 2 for use at the sub-county, county and national levels).
Scope of the work
Applying the most up-to-date theoretical and practical knowledge related to MPDSR and maternal and newborn health (as per international standards), the consultant will work closely with the MANI Project Quality MNH Services Advisor to:
  1. Conduct a desk review of the existing MPDSR training materials.
  2. Prepare a training manual covering the key elements of MPDSR (with relevant case studies and practical sessions) based on the existing materials.
  3. Prepare a power point presentation for a five day training.
  4. Prepare a clear agenda for a five day training.
Required Qualifications/ Selection Criteria:
  1. A relevant postgraduate degree (e.g. Public health, Global health, maternal and newborn health, obstetrics and gynecology, nursing, demography)
  2. More than ten years relevant field and professional experience, including experience in MPDSRs
  3. Proven experience of applying global standards and guidelines to national context
  4. Experience of developing and/or adapting maternal and newborn/reproductive health related training material at national and/or project level
  5. Ability to write clearly and for a variety of audiences
  6. Good understanding of current good practice related to maternal and newborn health
  7. Ability to work independently and with flexibility
  8. Experience from working in multi-cultural settings
