We are bidding for Improved Security for the Poor a DFID funded project which is an initiative to strengthen the Kenyan security sector. We are seeking expressions of interest for the position of Deputy Team Leader – with specific expertise in supporting Gender-Responsive-Policing/Security Institutions and Violence Against Women and Girls
The Position
The Deputy Team Leader: Gender-Responsive-Policing/ Violence Against Women and Girls Expert will support the programmes community policing mechanisms, including working with national level and community level enablers.
The expert will design and implement programmes related to gender-based-policing and violence against women. Under the direction of the Team Leader, oversee planning and delivery to achieve results in community policing working closely with colleagues to ensure a coherent and linked approach. Identify and develop programme activities to support linkages between formal and traditional security and justice mechanisms, applying innovative approaches to increasing access to justice for women and girls in selected regions. Contribute emerging, global thinking in security reform through non-state actors and traditional/ informal mechanisms. Ensure that women and girls are central to the programme strategy. With the M&E Advisor, work with the Monitoring and Evaluation Advisor to develop appropriate indicators and evaluation tools for improving access for women and girls. Lead relationship with programme’s community policing partners, including oversight of community-level engagement and pilots.
The Person
You will have:
Qualifications and skills
- Post graduate degree or equivalent in a relevant subject, preferably in social sciences or law
- Very good knowledge (verbal and written) of English
- Very good communication and management skills
- Experience working with donors such as DFID, UNDP, World Bank
General professional experience
- At least 10 years of working experience in international development
- At least 5 years working providing advisory services to police sector institutions, governments and international donors
- Proven track record of building good relations with high level government officials
Specific professional experience
- Previous experience working on a multi-million donor funded programme
- Proven experience designing and implementing gender security reform programmes.
- Good contextual understanding of gender issues and the security sector in East Africa, preferably Kenya
- Strong understanding and working knowledge of community policing models
- Proven programme management skills particularly:
- Programme strategy development experience
- Financial management,
- Work planning and activity budgeting,
- Reporting.
