The UN-led Cluster movement is a preferred method of coordinating humanitarian response. Since 2007, Tearfund has been an active participant of the Global WASH Cluster, a UNICEF- led body comprising various international NGOs and UN-agencies who have a mandate and expertise to respond to relief and emergency situations to provide access to water, sanitation, and hygiene. A major project of the Global WASH Cluster involves assisting government departments and WASH-focused agencies in disaster-prone countries to build their capability in coordinating humanitarian response.
For this purpose Tearfund is one of a number of international relief & development agencies which hosts a Regional Emergency Cluster Adviser (RECA), on behalf of the Global WASH Cluster. The region assigned to Tearfund's RECA is East and Southern Africa. We are now looking for a RECA to be based in Nairobi, to continue this advisory and capacity-building role until the end of the project in August 2014.
The RECA will be responsible for carrying out baseline assessment of needs, regional prioritisation of focus countries, and for arranging and facilitating appropriate training and cross-learning activities with government, civil society and aid agencies in their assigned countries. They will also spend a significant proportion of their time mentoring and advising stakeholders in preparedness, response and programme design in the emergency WASH sector. Throughout their responsibilities the RECA will collaborate with other WASH Cluster Partners and with UNICEF.
The candidate for the RECA position must be experienced in humanitarian response in the emergency WASH sector, and ideally they will have worked within the Cluster coordination system, and be familiar with the role of UNICEF in WASH response. They must have proven skills, both in facilitation of inter-agency and government meetings, and in facilitation of WASH capacity-building events. Although based in Tearfund's office in Nairobi, the candidate will be line-managed by Tearfund's WASH Adviser in Teddington, hence they must have robust experience in remote working.
