Applications are hereby invited from suitably qualified candidates to fill the above post on a Temporary Appointment in the Supply & Logistics Section of UNICEF Kenya Country Office.
Purpose: Under the guidance of the Supply & Logistics Manager, P-4, the Logistics Specialist will manage the logistics operations of a complex nature with significant impact on programme delivery, services, supply and logistics processes and systems, requiring advanced professional technical mastery and expertise in support of operations and programme objectives. Is accountable for effective planning, contracting, procurement, distribution, inventory management of UNICEF supplies, in support of the country programmes. Additionally, will collaborate with all other UN agencies to accelerate implementation of the Harmonized Business practices for supply and logistic initiatives in line within the Reform/coherence.
Major Duties and Responsibilities:
- Provide leadership, technical advice, training, support and guidance to the Country Office, government counterparts, non-governmental organizations and UN agencies on application of logistics methods, regulations, systems and best practices for inventory, warehousing, transport, distribution planning and implementation including establishing and managing relative service contracts;
- Conversant in the Logistics Module in Vision IT software. Ensure that the module is in place and verify that migration of Unitrak data into Vision is completed and material names and codes from Unitrak and Vision are harmonized with those used by K&N. Ensure accuracy and timeliness of data entry and output reports on inventory movement;
- Shall implement inventory reporting in accordance with International Public Sector Accounting Standard (IPSAS) for programme supplies. Ensure a physical inventory count is carried out twice a year;
- Implement system for End User Monitoring of Supplies to verify that monitoring tools are adequate, understood, utilized and systematically ensure progress;
- Responsible for the contract management of in-country logistics service providers (customs clearance, warehousing and transportation);
- Advise KCO on appropriate, cost effective, timely and innovative logistics approaches and systems to improve programme delivery;
- Oversee warehouse operations and be responsible for providing timely and accurate information to Programme staff on warehouse stock to ensure timely distribution of warehouse items;
- Conduct special management reviews and/or follow-up on audit observations to assist in the improvement of logistics procedures and practices. Provide technical assistance to the zone offices in monitoring of receipt and distribution of goods to ensure smooth logistic operation;
- Provide technical guidance for the co-ordination of country emergency logistics preparedness and response in liaison with the UN Agencies, Supply Division and EMOPS and provide guidance and participate in rapid emergency logistics assessment missions in the country.
Required Qualifications: Advanced University Degree in Business Administration, Management, International Economics, International Development, Contract/Commercial Law or specialization in directly related areas including credited courses in Supply, Logistics, Purchasing or Contracting. Equivalent educational qualification in relevant areas (transport or logistics, operations/management, supply management, etc.)
Experience: Five years of relevant professional work experience. Both national and international work experience in supply, logistics, purchasing, contracting, administration and/or other related fields. Work experience in an emergency duty station will be an asset.
Language: Fluency in English and another UN language.
