Performance Management Unit Manager

Crown Agents USA, Inc. (CA-USA) is seeking a Performance Management Unit Manager for the Supply Chain Management Systems (SCMS) project in our Arlington, VA office.

The Partnership for Supply Chain Management (PFSCM) brings together 13 private sector, non-government and faith-based organizations that are among the most trusted names in supply chain management and international public health and development in the world. PFSCM has been recognized internationally for its work to save lives through stronger public health supply chains; in 2010 the partnership won two supply chain distinction awards from the European Supply Chain and Logistics Summit and was a finalist in the2012 Supply Chain Innovation Award Competition sponsored by the Council of Supply Chain Management Professionals (CSCMP) and SupplyChainBrain.
PFSCM is implementing the Supply Chain Management System (SCMS) contract for USAID as part of the President’s Emergency Plan for AIDS Relief (PEPFAR). With offices in more than 20 countries and over 700 dedicated staff members around the world, SCMS is helping to improve the lives of people living with HIV/AIDS in some of the countries most severely impacted by the pandemic. SCMS procures essential medicines and supplies at affordable prices; helps strengthen and build cost-effective, reliable, secure and sustainable supply chain systems; and fosters coordination of key stake holders. The Global Fund to Fight AIDS, Tuberculosis and Malaria is a major financing institution in the fight against these diseases in 140 countries. The Global Fund selected PFSCM to be its primary Procurement Agent for Global Fund principal recipients, under its Pooled Procurement Mechanism aimed at ensuring a cost-effective and efficient procurement process that meets all the Global Fund standards for a Procurement Agent. This service provides support to countries to resolve procurement bottlenecks and supply chain management challenges and facilitate timely access to pharmaceuticals and other health products. In addition, PFSCM implements other supply chain management projects with other client/donors.
Role & Responsibilities
The Performance Management Unit Manager (PMU Manager) is responsible for the coordination of all PFSCM performance management activities and processes. The PMU Manager oversees the design, operation, and enhancement of an integrated measurement and review capability for the SCMS and VPP project. This includes the gathering, analysis, and reporting of SCMS and VPP performance data on activities to the Project Management Team, to the broader Project Team and external stakeholders - and linking this data into program planning and decision making. The PMU Manager is also responsible for helping build performance management capabilities throughout the organization and serving as an advisor to PFSCM on related matters. The ultimate goal of the PMU Manager is to maximize the effectiveness and efficiency of services provided to customers and to meet external reporting requirements. The PMU Manager oversees a team of dedicated Performance Management/Management and Evaluation (M&E) staff. The PMU Manager reports directly to the Deputy Director for Project Planning and Global Partnerships, and also acts as a liaison to the larger PFSCM organization and to key external stakeholders, including USAID and Global Fund, to represent PFSCM performance management perspectives.
Specific Responsibilities
• Serve as first point of contact for requests regarding performance management. • Manage a team of 3-5 direct reports in the Performance Management Unit. • Build understanding of performance management throughout the organization. • Facilitate the definition and improvement of system-wide strategic and operational measures. • Oversee compiling of data and preparation of PFSCM Monthly, Quarterly, and Annual Performance Reports for the PMT and external stakeholders. • Assist field offices in designing performance management systems, data collection tools, and data analysis and improvement initiatives. • Liaise with the MIS unit to support database development, relevant ERP and CRM system updates, BI tool implementation, development of dashboards and automated/ ad hoc reports, and manage the performance management content. • Analyze data and highlight to the Project Management Team any high-level, noteworthy organizational performance results or exceptions on routine and ad hoc analyses. • Assist other unit leads and Deputy Directors in performance analysis and improvement efforts. • Strengthen linkages between internal and external progress reporting (e.g., USAID, OGAC, Global Fund). • Share knowledge and liaise with other partner project M&E colleagues. • Represent PFSCM as a performance management expert at conferences and gatherings.
Qualifications
• Bachelor's Degree in business administration, public administration/public policy, engineering, mathematics, supply chain management, or a related field required; Advanced degree and/or PMP certification preferred. • Fluency in English is required; bilingual or multilingual ability in French, Spanish, or Portuguese is preferred. • Excellent written and oral communication skills. • Must demonstrate personal attributes such as loyalty and integrity in addition to being successful in challenging environments and difficult situations, which is inherent in this position. • Ability and willingness to travel internationally as required. • Significant relevant experience in performance management with substantive experience in strategic planning, organizational performance management, measures development and supply chain systems strengthening desired. • Relevant experience in the field of HIV/AIDS, health, logistics, family planning or development is desired, although not necessary. • Demonstrated ability in working as part of a team, independently, and also with multi-disciplinary professionals. • Experience and skills in facilitation, training and change management preferred. • Experience working in a project management environment and using relevant project management tools. • International work experience, specifically with USAID-funded programs preferred.
