RSC Africa
The Resettlement Support Center (RSC) Africa operates a US refugee resettlement program in sub-Saharan Africa through a Cooperative Agreement with the Department of State/Bureau of Population, Refugees and Migration. RSC Africa is responsible for the preparation of refugee case files for adjudication by US Citizenship and Immigration Services (USCIS) officers, as well as the out-processing and cultural orientation of all approved cases. RSC Africa is administered by the Church World Service Immigration Refugee Program (CWS/IRP) and is based in Nairobi, Kenya.

Primary Purpose
This position is responsible for the overall management of pre-screening activities and the supervision of the Pre-Screening Supervisors and staff, ensuring that processing completed by staff in the field or in the office is done in an efficient and effective manner while adhering to current RSC Africa standard operating procedures, PRM and USCIS guidelines.
Supervision
This position directly supervises the Regional Field Team Supervisors and indirectly supervises Team Leaders, Caseworkers, Casework Assistants.
This position reports to the Field Team Coordinator.
Essential Duties
  1. Maintain a thorough knowledge of case processing guidelines, the US Refugee Admissions Program and country conditions throughout the Sub-Saharan African region and ensure adherence to established RSC Africa, CWS/IRP, PRM, USCIS and UNHCR policies and procedures regarding eligibility, processing, treatment of records and confidentiality.
  2. Responsible for ensuring that all RSC Africa Pre-Screening activities, from planning, to scheduling, to processing, are completed in an efficient and effective manner and are in line with USRAP priorities for Sub-Saharan Africa.
  3. Oversee development of regional circuit ride schedules and staffing in coordination with the Field Team Coordinator and Deputy Director for Operations.
  4. Develop and maintain accurate standard operating procedures for the entire Pre-Screening unit, in cooperation with the Regional Field Team Supervisors, Adjudications Manager, Family Reunification Specialist, Field Team Coordinator and senior management.
  5. Provide direct supervision and leadership to the Regional Field Team Supervisors, including conducting performance evaluations, participating in hiring, and coordinating leave.
  6. Coordinate closely with other departments at RSC Africa, including Adjudications, In and Out Processing, Public Information, Data Integrity, Security and Human Resources, to ensure consistency in processing and staffing.
  7. Develop and maintain good professional relationships with external partners including UNHCR, IOM and USCIS.
  8. Travel to processing locations throughout the region to monitor teams and/or assess viability of new processing locations as needed.
  9. Evaluate and assess training needs of Pre-Screening Staff and Supervisors, take the lead in organizing and providing trainings on a regular basis.
  10. Liaise regularly with the Staff Security Coordinator to ensure security of staff in the field
  11. Monitor staff time and attendance and performance
  12. Other duties as assigned by RSC Africa Management
Qualifications
Education:
Bachelor's Degree in a related field of study.
Master's degree in a related field of study is preferred.
Experience:
Two and a half years of related experience, including program management, is required.
Minimum of 2 years of previous supervisory experience is preferred.
Previous experience living and/or working in a developing country is preferred. Previous experience living and/or working in Africa is preferred. Previous experience with overseas processing or US refugee resettlement experience is preferred.
Knowledge/Skills:
Thorough knowledge of the US Refugee Admissions Program and WRAPS database. Demonstrated computer skills, especially Microsoft Word, Excel, Outlook and Access. Excellent organizational and time management skills. Strong verbal and written English language skills.
Abilities:
Ability to exercise good judgement and seek guidance as appropriate when confronted with unanticipated problems. Ability to travel extensively throughout the regions, sometimes on short notice and under difficult conditions. Ability to communicate effectively both verbally and in writing. Ability to follow instructions from the Supervisor with a positive and receptive attitude. Ability to deal effectively and courteously with a large number of associates, outside agencies, refugees and members of the general public. Ability to conduct oneself in a professional and courteous manner to represent the best interests of RSC Africa and CWS/IRP. Ability to maintain a high performance standard with attention to detail. Ability to carry out all of the duties of the position efficiently and effectively with minimal supervision; Ability to work independently and contribute to overall operations of RSC Africa. Ability to take initiative in the development and completion of projects. Ability to lead others and address issues as they arise. Ability to maintain strict confidentiality with RSC Africa administrative and operational information. Ability to manage a large and diverse workload under pressure with competing priorities. Ability to analyze and solve complex problems and make sound decisions. Ability to work well as a team in a multi-cultural environment while maintaining a high level of motivation. Ability to effectively manage RSC Africa's resources. Ability to actively participate in the implementation of the U.S. Refugee Admissions Program (USRAP).
Working Conditions
Physical:
This position requires bending, squatting, climbing, kneeling, sitting, standing, walking, pushing/pulling, handling objects (manual dexterity), reaching above shoulder level, using fine finger movements and lifting/carrying loads of up to 30 Kg or 67 lbs.
Environmental:
Incumbents in this position will be exposed to excessive noise, marked changes in temperature and/or humidity, dust and infectious diseases, harsh weather climates, long work hours, bumpy roads, extended travel, excessive sun exposure, and non-ventilated spaces.
Special Requirements
A valid passport and the ability to maintain a valid passport throughout the entire appointment is required, which includes having enough passport pages for travel. The candidate should be of good health, willing and able to travel extensively in often difficult conditions, and have a high degree of flexibility. Must be legally eligible to work and obtain a work permit in Kenya. Must have proof of Yellow Fever vaccination before traveling for RSC Africa.
