UNDP KENYA Management Associate

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Under the guidance and direct supervision of the Deputy Regional Director, the Management Associate will support the Programme in helping ensure strong delivery, quality programme management and monitoring.
The Management Associate works in close collaboration with the Team Leaders, Programme Managers, Monitoring & Evaluation Officer, Programme Assistants, Administration, Finance, and Procurement units in the Regional Office, Multi-Country Office, Country Office and UN Women  HQ staff who together ensure strong Regional Office Programme Resource Management, Delivery, and Monitoring.

Duties and Responsibilities

Summary of Key Functions:

4.       Contribution to core office requirements

1.       Results Management
·         Coordinate and manage maintenance of the ESARO resource mobilization database for purposes of mobilization of resources.
·         Facilitate and support regular updating and monitoring of RO performance through the Balanced Score Card (target setting and results reporting) and advice the Management Team on actions to be taken to address gaps.
·         Help ensure effective application of RBM tools and project tree management.
·         Track progress using RBM tools/ ATLAS results monitoring facilities such as Dash Board, Executive Snapshot and Statutory Reports and generate weekly reports to for Senior Management.
·         Consolidate monthly Programme delivery reports from Units and share results with clear analysis of gaps on a monthly basis.
·         Keep track of contracts: PCA and Donor reports and advice Country Office’s on action to take.
·         Undertake a delivery analysis and advice on ways that overall delivery can be accelerated.

2.       Programme and Project Analysis Design and Management
·         Support programme resource management issues related to formulation and review of the AWPs.
·         Track delivery of programme and projects through ATLAS and other tools focusing on aged advances, risk analysis and implementation of project monitoring plans.
·         Follow up and facilitate timely clearance of cost sharing deficits.
·         Carry out consistent recording of financial reports, with a clear cut-off date for advances and reporting for each quarter.
·         Monitor and reconcile outstanding advance between UN Women in ATLAS and implementing partners’ records (FACE).
·         Monitor data clean up, including closure of projects in ATLAS.
·         Advise on project budget status as part of the Budget Revision process.
·         Facilitate generation of various reports to support timely decision making and provide advice on overall status of programme and projects to ensure timely follow up.
·         Close advice on overall status of programme and projects for sound and timely decision making and delivery follow up.

3.       Programme Evaluation and Audits
·         Facilitate the organization, implementation and follow-up to the National Implementation Modality (NIM) and Internal audit exercises.
·         Advise on applicable programme guidelines.
·         Monitor office performance vs. targets and indicators.
·         Support coordination of End-of-year reporting on programme delivery and impact.

4.       Contribution to core office requirements
·         Contribute to the website through provision of information.
·         Contribute to the office intranet.
·         Participate in office strategies and plans.

Required Skills and Expertise


Education:
Completion of secondary education is required. University degree (or equivalent) iAdministration, Finance or Accounting or any other similar field is an asset.

Experience:
7 years of progressively responsible experience in projects, administration, project management, financial management and audit management.

Excellent knowledge of senior level support work to project management, audit track, accounting and budgetary procedure and techniques, procurement of goods and services, stocks and assets control as per UN Women/ UNDP regulations and rules.

Excellent knowledge of administrative issues pertaining to multi-donors funding, related reporting systems, especially within the context of large fiduciary funds administered by the UN or UN Women more specifically.

Language and IT Skills:
Fluency in English is required. Working knowledge of another UN official language is an asset.
Experience in working in a computer environment using multiple office software packages
